Any idea why there casing have these cuts?

I am reloading some 45LC for a friend.  He gave me 250 .45LC casings (I assume he bought somewhere).  100 of the casings I conside culls because they are either Starline ".45LC BLANK" or have these strange cuts in the rim of the casing.  I'd rather be safe than sorry reloading these cases.  Anybody ever seen this before and know what or why it is like this?

Marked for timing to put into the chamber in same way every time, marks go up.

I don't think those are Starline. Those are flowers, not stars.

My guess is that those marks are to easily and quickly identify blanks without having to unload. 

Of course I could be wrong. Its happened before. 🙄

So they’re not for finding top dead center?  😂

That's a but unusual. 

I've seen guys put cuts in brass for competition. The use so that that case is always fired in the same orientation.

Or 3 degrees off top dead center if you're running a performance cam.  😄

Here's a picture of the Starline 45LC BLANK brass.  The flash hole is oversized so Starline says its not to use for ammunition.

That’s a great big flash hole in the op’s brass too.
