Bathroom Ceiling Paint Peeling

I would appreciate any feedback out there about a problem in my master bath.  The steam from the shower is causing the paint on the ceiling to peel.  I tried to repair the issue first by changing out the wimpy original exhaust fan to one with a larger motor and greater CFM.  It does pull the steam out faster and I leave it on for awhile to get the moisture out, but the peeling continues.  Ceiling paint is Sherwin Williams Pro Mar flat white.

I'm kind of stumped on what to do next to correct the issue.  Thanks for your help!

Hi. I just went thru this  the contractor that built my home used flat paint through the house. Paint in bathroom looked bad because of moisture and steam  had a professional painter come out he immediately said they used flat.  Sanded and Repainted same color but used semi gloss  that’s the solution it worked for me

Try and get all the loose paint off.  Under the circumstances you may need to Kilz it first then semi-gloss.
