I have an Aero striped lower that I haven’t stated building yet. What would the process be on getting it registered as a sbr and getting the tax stamp and all that? Thanks!

Get on the ATF'S eform page. 

Start an account. 

Select form 1.

Complete form 1 per instructions.

Once complete, print out the cover sheet for your finger print cards. 

Do your finger prints.

Send them in.

Get the receiver engraved.

Once this is done, and the receiver is engraved, and the stamp is in hand, can that receiver only ever have that single short barreled upper attached? Or could you put a long barreled upper on it temporarily?

Once it is properly registered, you can put any upper you want on it. Shorter, longer, other calibers etc... you just have to be able to return it to the registered configuration. ie, parts still owned by you. Not your immediate person.
