My wife took her class took her class in mid January but didin't get her application and fingerprinting done until the first week of February. A couple of co-workers took their class and were fingerprinted in mid-March. On the first week a April my wife called about hers and they gave the 7-14 speech. I told my co-workers about the phone call and they called the same day. Lo and behold, my co-workers and my wife received their permits on the same day the next week!

I'd say to give it 2 weeks after fingerprinting and start calling every 3 days or so. The ladies that answer the phone were always very nice and helpful. (Odd for a government agency. They must have been rejected by the DMV.)
