Trying to upgrade to lifetime permit confusion

Hey everyone, new here because I can't find anywhere else that answers this question. I applied to upgrade to the lifetime license for reciprocity reasons, but the TN Department of Safety and Homeland Security is being confusing. I received an email saying my application was rejected. I went to the application start again and now it says I "do not have a valid handgun carry permit eligible for upgrade". But if I check the application status, it says "Your application was approved 21-Aug-2022. You should receive the card in the mail between 02-Sep-2022 and 12-Sep-2022". 

My current permit was obtained in 2018 before they switched to the "enhanced" and "regular" carry permits so maybe that's why it (possibly) isn't letting me upgrade. I believe only the Enhanced can be upgraded, but I don't know which one the pre-2020 permit is classified as. Also when filling out the application, I accidentally went back to the previous page and had to start over, so maybe it just rejected that incomplete one? Anyone have any experience with this or ideas?

As for your particular issue, I can’t be of too much help. I think your best course of action would be to call the DoS and seek assistance from the department that handles permits. 
 

I can answer one question for you though. The permits issued prior to the creation of the Concealed Carry Permit are classed as Enhanced Carry Permits.

A few years back when i had some questions, i found an email address and phone number for the lady that was then in charge of the unit that does these.  She was very responsive as well.  Pretty sure she's moved on now and I no longer have that info anyway, but maybe someone  else does?  Alternatively, Sept is right around the corner and since one status said it'd be issued then, you could just wait and see...

The fee was "pending" in my bank account activity yesterday. Now it's gone from the activity but my bank is still saying I owe them $200. Even more confusion. I'll wait to see what it says in the morning because sometimes my bank updates info after midnight. 

When I check the application status on the DoS website it still says the application was approved.

If you have Real ID for you driver's license, you can do everything online except for the training class and fingerprinting.

I checked my bank again this morning and the $200 is now posted, no longer pending. So I guess it went through.

Just checked with regional inspector.  Anyone with a current ECP may upgrade online to a lifetime permit—real ID or not

Hey everyone, just thought I'd update and say my lifetime permit came in today. So that email about it being rejected must have been in error or from where I accidentally went back to the previous page and had to start over. Thanks for the help.
