Winchester 1300 Defender Speed Pump Questions

I have a Winchester 1300 Speed Pump that I really like, however I'm thinking I may be misunderstanding the "speed pump" part of this gun and it may be defective. The pump never locks after shucking and loading the chamber. If I fire the gun and hold the trigger down and shuck it again, it fires immediately. I originally thought this was the "speed pump" function, but as I've gained more knowledge about guns, I think it may be a defect.

The pump should LOCK, shouldn't it?

Your thoughts?

It has a rotating bolt that works extremely smooth.  So if you’re far enough forward for it to fire, it (the bolt) is locked into position.

Those things basically pump themselves backward to eject the spent shell if you even just assist it a little bit, making for likely the fastest loading pump action ever made.  I had one that I liked a lot but it jammed on me just a couple times so it had to head down the highway.
