It's a limited edition Spike's Tactical stripped lower. As far as I know, they're still available for purchase. I've blanked out the last two digits of the serial number, but Pirate 00XX is not a bad thing to have for a serial number.

Otherwise, for custom engravings, Orion Arms is another option. Spike's has a number of other engraving options for their lowers that are nice.

Special or not, it's still pricy for a laser etched and painted stripped lower. I do like it though.
