Summary:

 

Firearms and Ammunition - As introduced, lowers the age requirement to obtain an enhanced or concealed handgun carry permit or lawfully carry a handgun in public from 21 to 18 years of age; states that the statutory authorization to transport or store a firearm or firearm ammunition in a motor vehicle under certain circumstances does not apply to a person under 21 years of age in a parking area that is owned, operated, or while in use by any school, unless the person is at least 18 years of age and meets certain military qualifications. - Amends TCA Title 39.

Hopefully this gets amended to drop the part about military service only to allow keeping in private vehicles.  This is the same language in the bill that is attached to the "Governor's Bill last year, and is the subject of a law suit that has not been dismissed.

This bill passed out of full Civil Justice committee this week, and as it has a positive fiscal note should wind up on the floor.

It should pass the House, the Senate is a different matter, they are not concerned about Constitutional issues there.

Passed last committee today (finance) will be on the floor next week, will post when I know, this requires each Representative to be contacted.

@WorriedmanDon't know the full story, but I heard if this passes, we will lose carry permit reciprocity with a number of states due to the age drop.   Is this correct?

I would hope just the folks who are under 21 would loose reciprocity.

We lost reciprocity with Minnesota when 18-20yo military folks were added to permit eligibility.

This is the fact, the Department of Safety lady is incorrect in her statements.  Tilman Goins passed that statute in 2014, any State that has a prescription against 18 year old carry ditched us then.  Check out the website for reciprocity and do the research, we will lose no one.
