Crime tracing is a major reason for age, sex & race on the 4473. Someone whom has a name like "Terry" or "Gale" may or may not be male. It helps ID someone for the po-po.

As for HCP waiving the BGC, one could be under indictment (but not found guilty of anything) with a HCP. But they have to answer that on the 4473. Some of the small town legal systems don't always get as efficient as we would like.

The scouts themselves don’t care in the slightest - and I’ve talked to them a lot about it.

As a for Cub Scout I am all for allowing the ladies to join the Boy Scouts. Quite honestly, I'm surprised the Girl Scouts still exist these days. Camping, field trips, merit badges, all that seems to be a lot more exciting than selling cookies outside Krogers. I think it helps those young ladies develop their leadership skills faster too.
