So with the shootings over the past few days, the talk in another thread about "mental illness" , does "Catch 22" apply?

Is a person crazy if that person wants to murder another person? There is a defense of "Temporary Insanity".

 

"Catch 22" is a favorite move of mine.

I think laws should be either enforced or changed/repealed. A penalty for violating a law should not depend on who you are, who you know, your intent, or your mental state.
