O.K., I read Hero Gear's sticky before posting till my eyes crossed and I'm still confused. Can I convert my existing 16" to a SBR? Is it $200.00 or $10.00 ? Maybe I got confused by the wording in the AOW section. Thanks for any help.

You can convert it on an ATF Form 1.

It's a $200 tax.

Can't shorten the barrel until the stamp comes back.

You register the receiver, not the upper/barrel.

Receiver must be marked with your info (name, city, state.)

AOW tax stamps are $5. All other NFA tax stamps are $200 (Cans, SBR,SBS, MG, DD).

You might want to check with someone who knows for sure but my understanding is after you get the Form 1 back you are supposed to engrave the receiver before you SBR your rifle.

Edit to add you cannot be in possession (legally) of a short barrel upper and a compatible lower at the same time until you have the approved Form 1 - BATFE considers this "constructive intent" and they have prosecuted people for it in the past. This includes owning a complete AR15 rifle and a short barrel upper at the same time...

I believe you can own a SBR upper and a lower at the same time prior to getting your tax stamp, they just have to be kept in separate locations or some nonsense.

Can you buy an SBR lower that's ALREADY registered as such? Therefor forgoing the whole process of engraving your info on the receiver?

Yes. If the lower was already registered as an SBR by a previous owner or manufacturer, you will not need to engrave your info on it.

You may very well be correct, but I would rather be safe than 10 years in Club Fed sorry. Also keep in mind that if you ask 10 different NFA examiners 1 question you will get 50 conflicting answers...:)

Yes it never hurts to play it safe. ;)

So if I convert to SBR, can I switch back and forth between say a 16" and a 10"? Or is it once you have a registered lower, that lower must stay with short upper at all times? TIA

All you are doing is registering the lower. The ATF doesn't give a flip what upper you have on it. Just keep in mind that even if you have a 16" upper on it, it is still registered as a SBR and must be treated as such.

Well, that is not entirely true. You are free to exchange uppers, but you should retain the original upper so that you can readily return the firearm to its Form 1 (or Form 4) configuration. If you are going to make a permanent change in the firearm's configuration, you should notify the NFA Branch of the change so that the firearm's description can be updated in the NFRTR.

Can anyone engrave the number on the gun or does a gunsmith have to do it?

You don't engrave a number. You engrave your name, city and state.

Anybody can do it, as long as the engraving meets ATF specs. You could take it to the local trophy shop if you want, but I have seen some really screwed up engraving come out of trophy shops. I would take to someone who specializes in engraving firearms.
