Once AGAIN, (announcing information the very day of) ....the papers announces the absence of the gun ordinance agenda the very day of the scheduled meeting. It also did not mention that one of the city employees who were in the room when the firearm was accidentally discharged was a CITY POLICE OFFICER. I will inform the NRA-ILA about this information. Be on the look out for a upcoming NRA-ILA Alert concerning this issue. I was on the phone with them for a good log while this morning. <wbr> Thanks, SMSTRICK

By Jim Young / jimyoungreporter@gmail.com

The Crossville City Council meets Tuesday with a short agenda that is significant more because of what is not on it, the recently proposed gun ordinance.

While two readings of the ordinance prohibiting carrying weapons into city buildings and on city-owned property have passed, the third and final reading has been delayed as the city reviews the language to clarify what the ordinance means after the action attracted the attention of the National Rifle Association.

City officials say that the NRA has sent out postcards to area members encouraging them to attend Tuesday's meeting. It is unknown at this time when the final reading of the ordinance will come back before the council, but the Crossville Chronicle will announce that date when it is set.

The ordinance originally stemmed from an incident in December 2008 when a city fireman at fire station No. 2 accidentally discharged his personal firearm while attempting to clean it. There were two other city employees in the room at the time who could have been injured.

Under the ordinance's definitions section, city property is listed as any property owned, leased or in the possession of the city and used for city purposes. This would include but not be limited to city hall, fire and police stations, recreational facilities, public utility facilities, and cemeteries. It also includes city vehicles. It would not include public sidewalks and roads or any property not owned by the city.

The council's evening starts at 5:15 p.m. with the monthly audit committee meeting and will be followed by a public hearing at 5:45 p.m. on the plan of services progress report on a Peavine Road annexation. The regular meeting starts at 6 p.m.

Items that are on the agenda include discussions related to the Northwest Connector project, Veolia's contract with the city to operate the wastewater treatment plant and projects at the Crossville Memorial Airport.

Mayor J.H. Graham III has asked for an update on the Northwest Connector road project. The council will also discuss the next steps in the project. Councilman Jesse Kerley has asked to lead a discussion on the current contract between the city and Veolia Water for the operation of the wastewater treatment plant and sewer line rehabilitation program.

The council will discuss an airport layout plan. In order to continue to receive grants from the aeronautics division of the Tennessee Department of Transportation, a new plan is required. The plan will help in the planning of the location of the new fuel farm, future hangers and other improvements. In order to continue with the new T-hanger construction, the city and the FAA have come to an agreement about moving surface observation equipment but it will require the city to pay for part of the costs.

County commissioners Nancy Hyder and Robbie Safdie are expected at the meeting to express appreciation to the city for their continued support of the school resource officer program that keeps a policeman in both county high schools.

Regular items include the city attorney's and city manager's reports, eight items on the consent agenda and the presentation of the student of the month award.

I guess the local officers will have to resort to hand to hand. :D

If this is the case, it sounds like something that needs to handled internally and possibly by new employee policies, not an illegal city ordnance.
