Found the reference and weapon in Get Tough by Fairbairn.

Takes knife fighting brutality to a new level, from the example on the boot, you could remove lower arms and legs with the right training.

Wasn't a derogatory statement, just amused at the word. Sorry....as my wife sez i can be efficacious...but what she means is i tend to be a pia.....
