so has the "great one" obama killed the bill all together yet or not?

There is no bill to kill. It was a rule change that went into effect before he even took office.

For it to be changed it would have to go through the rule making process again.

No. As has been said several times, he cannot just simply overturn it. There's a process. It went into effect before he took office and so far it is still in effect.

Hopefully, this will clarify:

What President Obama did was order a review of former President Bush's executive orders proffered since the election, as is customary and his right.

However, the change in National Park carry laws was not undertaken by executive order, but by rule promulgation via the Interior Department.

Thus, President Obama's review doesn't apply to it.
