Renewal/Duplicate/Change of adress Confusion

Ok, I know I have over 3 years before I need to renew but after looking over the TN.gov website I am confused about renewals. It says you have to provide proof of citizenship. Simple enough, but when I get to the part where it says documents will not be returned is that just for the renewal if you do it through the mail? I could still renew by going back to the station where I first applied and take everything with me like I did in the first place right and keep my papers? I don't want to have to get a new birth certificate every time I renew.

The birth certificate is a relatively new requirement and you only have to do it once, after that, its in the system. If you do it at the station, they'll make a copy of your certificate and give it back to you.
