Back in the late 80's in Kansas City the local news did an investigative report on a well-known panhandler that I knew as a fixture in the bar district that I patrolled. They followed him without his knowledge to find him climb into a relatively new Cadillac and drive to a fairly upscale home. They confronted him there where he admitted that he pulled-in about $65,000 per year without paying taxes. Because of that report I no longer give to panhandlers.
