I found a couple of places that mentioned early 1900s as a rough time frame, but I don't know enough to know if that's accurate. Or even if what I was reading about (cinder block/ manufactured concrete block) is what is actually in the photo...

According to google,聽Harmon S. Palmer invented the first commercially successfulconcrete blockmachine in 1900

I saw that also. The block he's sitting on looks like it probably fits that bill, but I'm no expert and wouldn't be shocked to hear that he's sitting on something other than what it looks like to me.

FWIW...The gentlemen appears to have on a pair of Oshkosh overalls.聽 Oshkosh clothing company started in 1897 but did not start labeling their bib overalls until 1911
