It certainly looks like it, but it's more like a Jaguar used as a patrol car. Cars specifically marketed and sold as patrol cars are not stock, and I recall none before the 60's.

I was watching a show a couple of years ago where three vehicles were competing for the best Police Patrol Vehicle. They went though a bunch of tests, speed, handling, sealed from fumes, etc. But on one of the cars they pointed out that the back-seat compartment was all plastic. The doors could be opened, and it washed out with a hose. When I saw that; it would have had my vote right then! :)

The back of the MPD cruisers are like that.

It also just helps to know cars.   Jaguar as a company name didn't exist until 45 which is also when they started using the leaping jag hood ornament.  Prior to that, they were Swallow Sidecar Company and changed the name to SS Cars Limited when they switched to full time auto production.   The SS Jaguar of the 30s was a model.  Post WWII, SS had a very negative connotation and the Jaguar was extremely popular so they changed the name and rebranded themselves in 1945.  

Since the car in the picture is CLEARLY a pre-war car, it stands to reason that it CANNOT be a Jaguar since Jaguar didn't exist.  

Yeah, I'm not that into cars - especially ones that old.

I seem to recall a seat like that, but I thought it was aftermarket. In my years on the PD, I was lucky enough to never have a drunk yak in the car.

Custom in the German military at the time, the tallest and shortest men in a battalion were put together in juxtaposition and photographed.

Yea and I hate to think what the front ones neck looks like and the back ones arm from debris coming out the side.
