Not sure how up to date this is but here you go 68-15-303.  As the owner of a small business i do not have a public restroom.  Seems I do remember having a conversation with a friend that has a retail business and by law if you do not have a public restroom a person with certain medical or physical disabilities must be allowed access to employee restrooms if they request it.  I'm sure someone will come along with current knowledge on the subject.
