S&W 686 Markings

I recently acquired a S&W 686-2 that is purported to be a TN state issued law enforcement duty weapon from the late '80s.  Does anyone know the significance of following markings located on the frame below the cylinder?

I thought the same thing but I can't find any connection between the TN Public Service Commission, which records indicate was a purely regulatory body, and TN law enforcement.  The TN Public Service Commission ceased operations in 1996.

It was dissolved in '96 but its duties were transferred to the TN Regulatory Authority.  They did have officers of some kind.  There is even a law on the books that former officers could retain their service weapons:

65-1-114.  Former public service commission officers to retain service weapons.

  A public service commission officer who is authorized to carry a firearm while on duty, and has more than twenty-five (25) years of honorable service, and leaves the service of the public service commission before retirement eligibility because of personnel actions executed under Acts 1995, ch. 305, may retain such employee's service weapon under § 65-15-106(c)(3).

I have a SW 686 (I think that's the model) 4" SS FBI model based on the ad way back in the mid 80's.  I don't think mine has any markings like yours but not close to it at the moment.

I have a strong desire for a 586 (581 would be even better) with a 4" barrel.


There's nothing prettier than a classic S&W revolver with old-time bluing. To my eye today's modern finishes, although much more durable, just can't compare aesthetically.
