Why is Briley Parkway backed up between Exits 24 and 25?

Once a week, Briley Parkway southbound lanes between Exit 24 (Ashland City Highway) and Exit 25 (County Hospital Road) is backed up between 7:00AM and 8:25AM. This week it was Tuesday. Last week it was Wednesday. It seems to be weekly, but not on the same day. It's not due to accident or construction. It clears up after exit 25, so it seems like something is going on to slow traffic at Exit 25. The only thing off that exit are Kindred Hospital and the TN Prison for Women. I don't see how shift change would be enough to slow down traffic on Briley.

If I could figure out what's going on and the schedule, I could start earlier on those days to avoid the back up. Anyone know what is going on or how I can find out?

traffic cams! Great idea. I'll follow up on that.
