Maybe their numbers are phony?

  One car length at 40-70 mph IS tailgating.  The safe following distance at 70 MPH is more like 4 seconds than one car length.  You have to consider your reaction time and your braking distance.  But, heck, I can't get people to drive 1 car length behind me in parking lots.  :D
