The letter is 100% right. The present attitude in Washington is that the Constitution is in the way of what they want to do. Remember FDRs new bill of rights? Obama has stated that this needs to be part of the Constitution. Our Constitution was to limit the power of government. It looks like all three branches of government want to expand government power on a rapid pace. It's going to be very difficult to reverse this.

The state does monitor this. At a seminar I was at, by TN. Dept. of Revenue, they were asked what the dollar amount was that they looked for on out of state sales. The speaker declined to let us know.
