The most relevant difference is in the buffer tube size. If you have a commercial one, just be sure to get a commercial stock if you ever want to swap it out and try a different one. A mil-spec stock will not fit on a commercial tube, and vice-versa. Many of the major manufacturers of AR furniture offer their stocks in both sizes.

The bill was amended. The amendment completely replaced the original bill. The one that passed does the exact opposite of the original and goes into effect July 1st.
