  1.   You can read the TN laws here: http://www.lexisnexis.com/hottopics/tncode/   The ones pertaining to firearms can be found under 39-17-13xx   Don't stop reading when you think you've found one that says what you want to do is OK. Keep going and you may find one that says it's not under other circumstances which may or may not also apply to any given situation. Our gun laws are anything but clear.   Add to this that we have some AG opinions that would seem to contradict the letter of the law while having no actual cases to reference as a real-world example.
  2. Not quite. 39-17-1307 makes it illegal to carry a firearm and 39-17-1308 lists the defenses to 1307. Lawful hunting is one of those, but there are several others. 1308(a )(1 ) says it's OK if the rifle, shotgun, or handgun is unloaded, not concealed, and no ammo is in the immediate vicinity. So by the law, as long as it's unloaded and you have no ammo on you, you're within the letter of the law*.   At the very least you're going to get hassled about it if spotted. At the worst you get a free ride, lawyer fees, firearms confiscated, and have to fight to get a suspended HCP back.   If it's really for the purpose you mentioned, take Smith's advice and add in the equivalent weight in some other form. ISTM that you'd have to add weight of some kind to take the place of the ammo anyway, so just do that for the rifle too. Some water bottles should do nicely.     *I am not a lawyer and there may very well be some other part of the TCA that makes it a no-no that I'm not thinking of, or some other provision that a creative officer and DA could apply. Parks, for example, have their own special laws that 1308 won't apply as a defense to.

  4.   If the proposed change is as it's written above, it does say the unlawful sale, gift or loan to a minor or intoxicated person. So no, it wouldn't apply to just anyone you might give, sell or loan a firearm to.   Intoxicated person is an easy one. Minor is the hard one. 39-17-1319 says under 18 can not possess a handgun and lists out a littany of exceptions. If you sold, gifted or loaned a handgun to a minor and they didn't meet those exceptions, I suppose this new wording would apply, because that would be an unlawful transfer. That only deals with handguns, not long guns. The only way I know if for a loan, sale, or gift of a long gun to a minor to be unlawful is if the minor is otherwise prohibited from possession, such as being a convicted felon. I suppose there are some others (like selling/gifting a Class-3 item).   I'm confused that it says these ammend 39-17-13-40 and 49. There is no 39-17-13-40 or 49. Are 40 and 49 new proposals and these are amendments to them? This sounds more like an extension of 39-17-13-03 and makes the giver/seller/loaner liable for commited crimes in addition to the 39-17-13-03 misdemeanor.

  6.   He was the one featured on Doomsday Preppers. He went to see a cardiologist for chest pains*. That Dr. had him sent to the psych-ward for reasons that I don't know. He was then deemed mentally incompetent and had all of his firearms seized and his HCP revoked.   There doesn't seem to be anything on these here Interwebz from his accusers, what with HIPAA making that more or less impossible. I don't know one way or the other if he's mentally competent and got screwed by a bed-wetting doctor who doesn't understand prepping, or if he's a class-A loon and the doctor and state acted appropriately.
