I like the several XD pistols I've had for a few years, but my XDs has become a choice for carry.

If considering a gun the size of the taurus, I would spend more a get a beretta.  He is already familiar with the M9.  If a smaller size is desired, I would look at an XD or EMP.

Frankly, I hope we never reach the point where our lives are in such constant danger that we NEED to do what they do in Israel...more than that, I would much prefer we lived in a world and in a country where we NEVER needed to be armed.   You probably would not like to live in Memphis.
