The bill was sent to Brown’s desk one day after a gunman opened fire at a gaming event in Florida, killing two before turning the gun on himself. The Los Angeles Times reported that the bills call for a lifetime ban for those convicted of domestic violence along with those ordered by a court to a psychiatric hold twice in one year. State lawmakers have also called for Californians interested in obtaining a concealed weapon permit to undergo eight hours of instruction and pass a live-fire test before being granted the permit, the report said. Most Republicans opposed the concealed-carry measure, warning that there is no limit on the amount of training a county can demand for the permit under the proposed law. The state is known to have tight gun laws. Those convicted of domestic violence in the state currently face a 10-year probation, the report said. The state also currently enforces a five-year ban for those ordered by a court into a psychiatric holds, the report said. “If you want to have a loaded gun in public, you need to show that you know what you are doing,” Todd Gloria, a Democratic assemblyman, told The Times.

(WZTV) --The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) says in 2017 there were over 11,000 firearms recovered by law enforcement. The data reflects reporting by ATF where firearms are recovered and traced to help identify firearm traffickers, trafficking patterns, and the sources and types of guns used in crimes. In Tennessee, 11,168 firearms were traced. Pistols accounted for 7,328 traces, followed by revolvers (1,689), rifles (1,240), shotguns (751), Derringers (91), machine guns (33), and 'other' (36). As with national trends, 9mm handguns were the most-traced, accounting for 2,976. Of the recoveries, 1,379 were used in a dangerous drug offense, 676 for simple assault, 324 in homicides 323 in property crimes, 278 in aggravated assaults, 210 in robberies, and 122 in burglaries. Memphis had the highest number of recoveries in 2017 with 4,163. Nashville ranked second with 2,118, followed by Chattanooga (1.019), Knoxville (431), Jackson (179), Madison (157), Johnson City (141), Hermitage (114), and Gallatin (107). There were 226 other areas which accounted for the leftover 2,262 firearms.

Rick Scott just three weeks after a gunman killed 17 people at Stoneman Douglas, aims to temporarily remove weapons from gun owners who have been deemed by a judge to possibly be a threat to themselves or others. Roughly 200 firearms have been confiscated in the state since the law was enacted, Sgt. Jason Schmittendorf, of the Pinellas County Sheriff's Office, told WFTS-TV. "Around 30,000 rounds of ammunition" were also taken, he said. A five-person team in the county that's worked solely on the risk protection law reportedly has filed 64 risk protection petitions in court. Broward County, according to the news outlet, has filed 88 risk protection petitions since March. "It’s a constitutional right to bear arms and when you are asking the court to deprive somebody of that right we need to make sure we are making good decisions, right decisions and the circumstances warrant it,” Pinellas County Sheriff Bob Gualtieri told the station in defense of the task force. Every petition filed under the order in Pinellas County has so far been granted by the judge, according to the report. FLORIDA GOV. RICK SCOTT SIGNS GUN BILL FOLLOWING PARKLAND MASSACRE, IN BREAK WITH NRA ALLIES The first gun seizure under the law occurred in April when Florida authorities confiscated an AR-15 semiautomatic rifle from an Army veteran. Jerron Smith's gun was seized when he refused to surrender it voluntarily, the Broward County Sheriff's Office said at the time. The officers also seized a .22 caliber rifle he owned, hundreds of rounds of ammunition, a bump stock and numerous other weapon-related items. In addition to confiscating guns, the law also raised the age to buy a rifle to 21 and established a three-day waiting period on gun purchases.

The victim told police he was moving from Virginia to New Mexico. He was worried about breaking state and federal laws, so he left his 32 guns locked inside his vehicle while he rested up for another day of driving. Some time between 9 p.m. Tuesday and 5 a.m. Wednesday, someone broke out the back window of the victim's vehicle, which was parked outside a hotel near the intersection of Shelby Oaks Drive and Sycamore View Road. The victim provided police with a detailed list of the guns that were stolen. He said they included 16 rifles, 9 shotguns, 4 handguns, and 3 muzzleloaders. He said the thief did not steal any ammunition, because he kept that stored in different locations. The guns were valued at $12,900. Now, guests near the Baymont Inn and Suites are on alert. "It shouldn't happen, but it happened,” said Butch Clinton, who is visiting Memphis. He and other guests are concerned that the guns will fall into the wrong hands. "They're not using common sense, and that's how kids get killed with guns," Clinton said. "The owners of guns do not take responsibility for it." As of June 30, Memphis Police Department said 554 guns were stolen from vehicles. The reason for the burglaries is a mixture of bold criminals and careless gun owners. "More people are carrying guns, more guns are being stolen, officers are encountering more guns, but sometimes our hands are tied because the state legislature has extended the house to the car and that makes no sense," said MPD Director Mike Rallings. Rallings urges everyone to be smarter when it comes to weapons in vehicles.

The case resulted from Hawaii resident George Young being denied twice in 2011 as he sought to carry a handgun. The Second Amendment states: “A well-regulated militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” Activists, supported by the National Rifle Association, have argued that the state's ban on ownership of magazines holding 10 bullets or more is unconstitutional. They won a preliminary injunction by a San Diego district court last year, and a three-judge panel on the Ninth Circuit backed that injunction last week. Based in San Francisco, the Ninth Circuit has a reputation for being one of the nation's most liberal courts. Critics have branded the court the “Nutty 9th” or the “9th Circus,” in part because many of its rulings have been overturned by the U.S. Supreme Court. This includes an infamous 2002 ruling that the Pledge of Allegiance is unconstitutional because of its use of the phrase “under God.” Republicans have been working to fill vacancies with conservatives, but suffered a setback last week when the White House withdrew the nomination of Ryan Bounds for the Ninth Circuit after realizing it did not have the necessary support in the Senate. He faced criticism over past college writings.

Activists, supported by the National Rifle Association, have argued that the state's ban on ownership of magazines holding 10 bullets or more is unconstitutional. They won a preliminary injunction by a San Diego district court last year, and a three-judge panel on the Ninth Circuit backed that injunction Tuesday. The court found that the district court did not abuse its discretion in granting the injunction or by concluding that magazines fall within the scope of the Second Amendment. "The district court did not abuse its discretion by applying the incorrect level of scrutiny," the judges also found. "The district court concluded that a ban on ammunition magazines is not a presumptively lawful regulation and that the prohibition did not have a 'historical pedigree.'" “This is a significant win for law-abiding gun owners in California,” Chris Cox, executive director of the National Rifle Association’s Institute for Legislative Action, said in a statement. “This unconstitutional law criminalizes mere possession of many standard capacity magazines and would instantly turn many law-abiding gun owners into criminals.” Dissenting from the ruling, Judge John Clifford Wallace said that evidence provided by the state, including studies and surveys showing the use of large-capacity magazines increase the lethality of gun violence, “was more than sufficient to satisfy intermediate scrutiny.” National Review’s David French, who opposes the ban, noted that the Ninth Circuit ruling was limited but also linked constitutional protection of firearms to potential militia use -- a development he described as “encouraging.” The NRA noted that a ruling in the lower courts is expected soon, and that the case therefore will likely be before the 9th Circuit again. But President Trump has nominated Judge Brett Kavanaugh, who has a strong record of defending gun rights, to the Supreme Court. The NRA reflected that in its statement, expressing hope that if the the case is appealed, “the Supreme Court will likely have a new justice who respects the right to keep and bear arms as protected by the Second Amendment.” The California Department of Justice told The San Diego Union-Tribune that it will “continue to vigorously defend the challenged law.” Based in San Francisco, the Ninth Circuit has a reputation for being one of the nation's most liberal courts. Last month, 10 people were killed and 13 wounded when a gunman opened fire at Santa Fe High School near Houston. “We already prohibit ads for weapon sales and modifications like magazines,” explained Facebook, in a blog post. “However, advertisers have been able to promote other weapons accessories, including products that are mounted on guns for the purposes of illuminating, magnifying or focusing in on (e.g. optics, flashlights) a target as well as holsters and belt accessories.” From June 21, advertisers promoting weapon accessories must restrict their audience to at least 18 years of age and over. “This means we have an even higher standard for what is allowed and why we have chosen to limit weapons accessories to an adults-only audience,” it wrote. Mary Fallin vetoed a bill late Friday that would have authorized adults to carry firearms without a permit or training, dealing a rare defeat to the National Rifle Association in a conservative state. The veto comes after opposition from the business community and law enforcement authorities, including top officials with the Oklahoma State Bureau of Investigation who have said it could erode public safety. The NRA had supported the bill's passage and had urged Fallin to sign it. In a statement announcing her veto, Fallin stressed her support for the Second Amendment and the right to bear arms and noted she had signed concealed and open carry measures in the past. "I believe the firearms laws we currently have in place are effective, appropriate and minimal," she said. But she added that the bill would have eliminated the requirement for a training course and reduced the level of background checks to carry a gun. The bill is similar to so-called "constitutional carry" legislation adopted in a dozen other states. It would have authorized people 21 and older and military personnel who are at least 18 to legally carry a handgun, either openly or concealed, without a state-issued license or permit. The state currently requires a license to carry a handgun openly or concealed. The bureau of investigation, which issues handgun licenses, had said the bill would cost the agency about $4.7 million annually and result in the loss of about 60 full-time positions. "The impact on public safety is unquantifiable," bureau Director Bob Ricks said in a statement. Many business leaders, including local chambers of commerce, also opposed the bill, giving the governor — who cannot run for re-election under term limits — plenty of political cover to veto it. The Legislature already has adjourned its session so lawmakers will not be able to revisit the issue until next year after the election of a new governor. The hot-button issue of gun rights energizes Republican voters, particularly those in Republican primaries, said Trebor Worthen, a Republican political strategist. Several Republican candidates to succeed Fallin as governor urged her this week to sign it. "Republican voters believe in the Second Amendment and they believe they should be able to exercise that right with as little interference from the government as possible," Worthen said. "Especially in more rural areas." Fallin has vetoed gun bills before. In 2014, she vetoed a bill requiring state authorities to sign off on applications for federally-regulated items such as silencers, short-barreled rifles and automatic weapons within 15 days. But the Legislature overrode her veto and the bill became law anyway. In 2015, she vetoed legislation that restricted businesses from banning guns at parks, fairgrounds and recreational areas, a veto that remained in place.
