No, that would result in a decrease in State revenue, and as such verboten... The State exist, after all, to take your cash.

What is not apparent on the surface is that they show a huge loss of jobs within DOS, the reduced expenditures kill the  bill.  All lies of course, they had a $17M+ surplus from the Permit Division offered us after ROI request were filed.  

My grand daughter (12) has her own purpose built .25X.223 AR, and a 20 gauge Model 1100.  She has been reloading for them and shooting them for 4 years, and is as safe a gun handler as I know.  I keep loaded firearms in my home, they are not "locked" up or trigger locked (those not in the safe).  She knows where they are and how to use them, and is proficient with them.  Take her to the Dr. and they run a questionnaire and she admits to having access to loaded firearms...tells a buddy that her Grand Father gave her a shotgun and some lib soccer mom tells the Police...I am a firm believer in Murphy. I see no cosponsors on either House or Senate bill, and with a fiscal note, it will go behind the budget.  The governor would have to fund it out of his discretionary fund (or Beth, and I doubt that she will take that step prior to '18 governor's race) it is not going anywhere. I have had my own weapons since I was 10, and so far have shot nothing accidentally, was responsible for their storage, maintenance and feeding since then. The "plain view" hook does not hold through the rest of the verbiage of the bill, we have enough laws.

House Sponsor will roll the bill on Civil Justice Sub tomorrow, Senate Sponsor says he has votes to pass in Senate Judiciary, so he has it on notice for next week.  All may not be lost. DHS and DOS have been overcharging since inception, (to the tune of nearly $17M dollars) hence the move to lower cost to permit holders. Wonder if we will get a rebate from the State like an over payment of taxes, which is what the Permit system is, a tax on a Right... Again, no bill in sub committee tomorrow.

Haslam ran a bill today, doubles the time for re-upping the Permit, cuts original cost by $15.00, (SB2566).  Even the two Democrats voted for it. The House already has it in finance it on the way to Finance, Ways and Means, now likewise in the Senate. Constitutional Carry is dead.  Of course it was from the word go.

HB 1748 as amended is on notice in Civil Justice sub Wednesday, February 24, 2016 at 3:00.  Would be nice to see some additional support in the room.

The NRA does not delve into the machinations of the State much.  You and I will have a much better chance of getting something done rather than waiting on the NRA to invest in that small part of Tennessee Gun issues. The only way it will happen is if someone can talk one of those Conservative legislators into actually writing the change.  I have had a few conversations, come on up and help show that there is impetuous for such an effort on the part of the Citizens.

The language in the TCA is this: TCA 39-17-1359 [c](1) It is an offense to possess a weapon in a building or on property that is properly posted in accordance with this section. (2) Possession of a weapon on posted property in violation of this section is a Class B misdemeanor punishable by fine only of five hundred dollars ($500). This is where we will start next session, to remove the "offense".  I think the Establishment has encouraged the more Conservative legislators to take the issue on in the next session.  In fact, it should be a question at every stump speech as this is an election year...if we the Citizens are truly interested in seeing a change.

Being somewhat involved with this one, the Civil Justice Committee has made a "request" to add in at least a training component. It has been suggested that any certified instructor can teach the class (NRA, State, Firearms Manufacturer Armorer etc.) and the newly certified would get a card signed under penalty of perjury, (like the current "wand" certificates required by the State).  Current permit system would remain for those (like me)that want to keep the Full Monty for reciprocity purposes, and to keep at least some money coming into DOS to keep their current employees on staff, that would help with the fiscal note. Do I think even this has a chance to pass, not much, the sponsors COULD invoke Rule 53 and bring it to the floor for an up or down vote, but I do not know yet if they will.  Will be decided this week.  If not, we run the original as is and count the votes in committee, at least we get to assign fault where it actually lies. Keep in mind, a lot of these rascals (legislators) carry in LP, they know how important it is to be armed, just will not buck the Chamber to let you and me do it.

As Long as Charles Sargent is the double naught-naught operative for Beth and Bill, they will make up a fiscal note to kill any bill they do not like.  Does not have to be true...

A very good happening occurred today with the agreement of a prominent House member to Sponsor a much needed piece of legislation. (Senate sponsor was already locked down) As soon as the GA decides to update their website for the second half of the 109th  General Assembly, those sponsors and the bill will be available for scrutiny. I have some meetings next week that will give an indication of how easy or hard this may be, but I can promise a strong attempt!

It will all depend on what the Speakers are going to allow. You want to make a difference, start talking to Beth Harwell and Ron Ramsey.

I have a range in the back yard, well constructed, (it helps to head up a construction co. get the use of free equipment, and spoil haul off from local jobs makes the berm bigger at no cost...it sits in the bottom of a deep ravine that is over 30' in depth and points away from any of my neighbors, and is at least 200 yards from the nearest property , much less house) My used to be neighbors (hubby worked for the State as some type of accountant at DOT) called in on me shooting one Saturday. The Deputy was very professional, looked over the safety aspect, commented on how nice my range was, and upon finding there was no reckless endangerment, asked if he could burn a few rounds with his new weapon.  I happily acquiesced to his request and we fired over 100 rounds over the next little bit, his car sitting far enough down my driveway that they could see it from their front door. Fire forming some of my wildcat rounds seems to aggravate them, and unloading the smoke pole at the end of season is particularly satisfying on  my part.  The JPD Officer from across the road uses it as much or more than I do.  I never shoot on Sunday, nor late afternoons or early morning, it is a 10:00 AM to 2:00 PM endeavor.  I bought the acreage for its ability to allow such activities.  They moved a few years ago, and their son who lives there now has never said anything about it, and I don't call in on him and his friends for their bar-b-ques that get a little loud, he at least picks up the beer cans from the road...
