The fiscal note attaches because of the total deletion of subsection (e). As we've discussed here before, if instead subsection (e)(1) was retained and modified as it was proposed in Goins HB 0274, there would be no fiscal note. Instead, Goins got pushed to the back of the bus, and now Harrison's bill is dead meat in Fnce. You get what you pay for...

As I said earlier, just watch the discussion of SB 1239 at the 2:50:00 mark of yesterday's Sen Jud Cmte, and you will see the non-effect of NRA's TN State Liason Erin Looper. She didn't even have the cognizance to answer the committee's questions: she could only recite the script she walked in the door with. Apparently, the NRA doesn't give a s**t about what happens in TN if that ditzo is the only thing they will offer as support. Vid link here -

While Haslam is a reprehensible turd, he is NOT the major problem. Pay close attention to your representatives and Senators who march to his orders - you can (and should) affect THEIR fate, regardless of what King Billy says/does.

Committee passed it, it goes on to Calendar Committee to have a date set to come to the floor. For those who missed it, look here Overbey voted against the parks bill, passed on a couple of others. Like a good little Haslamite should... I can't help but feel like a few of these votes were more for show - almost as if they know the end will come somewhere else. Wonder where that could be? Would the 11th hour, 59th minute appearance of a $1.2 million fiscal note be a clue? -

Its been interesting. Several lesser bills made it through. Kelsey's school parking lot bill passed, but faces a hard road - Overbey gonna sell that on out, it seems. Greens bill removing the park/school function trap passed out to Calendar. Stevens park bill is being discussed now - 3 hours 15 minutes in - LEOs are gonna sell this one out. Harris is basically portraying Memphis an an unlawful cesspool (well, he has a point) - saying allowing possession in parks or on property "used" by schools is likely to result in mass cancellation of high school sporting events.. Nicely was ill-prepared and unimpressive. Damned sideshow - monkeys on footballs... -

I'm wondering if they were talking about the move from March 4 to March 11 for a few bill in House CJ Sub. There were a couple that originally showed up as coming in on Mar 4 (one or two were rolled one week from the Feb 23 meeting that at first showed to be coming back Mar 4). -
OS noted this exact possibility in another thread contrasting Goins' bill (HB 0274) to 0995. I see that Goins has put his bill back on notice, and its scheduled to be taken up with every other firearms bill on 3/11. As far as what good NRA backing one or another will do...well...and the horse they rode in on, too...

I am also RH/left eye dominant, with my R eye weaker than L. Always shot RH with L eye closed (pistol, long gun, shotgun). Am now, at 57 years old, trying to learn to shoot trap/skeet with both eyes open by using a bit of translucent tape placed over my L glasses lens so as to obscure the 'false" image. Also see "Magic Dot" used by wingshooters.

Both my wife and I have Sig p238s. Prolly close to 1000 rounds thru the two combined - only 1 hiccup (a failure to feed a JHP round very early in break-in). I find it very comfortable for pocket carry in a Recluse clamshell holster. Very solid feel, especially with the extended mag. Eats any ball ammo its fed; run Win Ranger T-series for carry, and they flow flawless as well. Also have tried PDX and Crit Defense w/ no probs.

Biggest difference seems Goins' bill looks as though it would open up not only parks but also "playground, civic center or other building facility, area or property owned, used or operated by any municipal, county or state government, or instrumentality thereof, for recreational purposes." Other differences: Goins bill has a lot of prologue statements as to why the bill is needed, and rather than deleting the section e(1) (as do Harrison/Stevens HB0995 and Holsclaw/Stevens HB0096), amends it to read [CAPS mine, to show the addition]: (e) (1) Because signage prohibiting the possessing of firearms while within or on a public park, natural area, historic park, nature trail, campground, forest, greenway, waterway or other similar public place that is owned or operated by the state or instrumentality of the state, and posted pursuant to this section prior to July 1, 2009, remains necessary for visitors who are not authorized to carry a firearm pursuant to subsection (b), the department shall not REMOVE, replace or change any existing signs that prohibit firearms or erect any new signs at existing state areas relative to firearms; however, the department may replace or repair signs that have been damaged or are scheduled for replacement in accordance with the park's regular replacement schedule. -

Goins took this one off notice Feb 25, before it was heard in Civil Justice Subcommittee.

HB0274 was taken off notice by the sponsor prior to the Civil Justice Subcommittee meeting yesterday... won't be heard unless the sponsor (Goins) re-calendars it. Not sure if it can be re-calendared this session or not. HB0202 (extending liability for civil damages to employers who take action against a permit holder for lawful storage and possession) was rolled to next week's Civil Sub meeting (March 4). The March 4 meeting could be slightly interesting: in addition to this one, Matheny's "HCP holders = off duty LEO" bill is scheduled to appear, as is HB0994 (Todd - similar to HB 0202, but amending TCA 50-1-312 that deals with employee-employer relationship instead of amending 39-17-1313) Only significant ones I know of with any type of action to date You can go here to keep track of all the bills listed under Firearms and Ammunition for the2015-2016 Gen Ass(bly)..
