Pardon the interruption, but there is perhaps some interesting information regarding the actual bill. It appears that Eddie Bass has filed an amendment (HA 0239, aka amendment 2, located at http://www.capitol.tn.gov/Bills/107/Amend/HA0239.pdf) that again completely rewrites the bill, completely undoing what Evans did with the first amendment. Should this second amendment (ah, how appropriate that sounds...) be successful in rewriting the bill, it would allow ANY PERONS WHO CAN LEGALLY POSSESS A FIREARM IN PUBLIC to transport, store or possess such firearm in the parking area of a public or private employer's propert (except thwere prohibitd by state or federal law or regulation)y. It retains the liablity relief from the former versions for any such employer. It would seem his intent is to offer up this amendment when the bill goes to the House floor. It also appears that this language may indeed address some shortcomings pointed out in the original text of the bill. -

Geez, its de ja vue all over again...and again...and again. Would it perhaps be easier for one of the mods to go through any of the other sixty-five identical threads on this topic, assign a unique number to each clearly defined position, and then post that list in a sticky? Folks could save most everyone else a lot of time (both typing and reading) by then just posting the number of their particular ideology, making for a quicker, non-denigrating "dialogue"... 3 No, 4 7 18, I say Ad infinitum... -

Watched the video of today's charade...Sky King's observations fill in some gaps I had from listening and watching the video feed. It does indeed seem like someone behind the curtain is now pulling the strings...and that some members of the committee are being kept informed, while some other Republican members aren't. After the committee adjourned, I received notes from two representatives stating their dislike for the amended bill, citing the very objections Sky King noted. Dennis's words essentially warning businesses to "pay attention to this opportunity, because we've almost run out of patience" rang hollow with me at the time he uttered them...even more so now after reading the posts above. Pitiful.... -

This adds to the strangeness...someone having contacts within the subcommittee indicated that, to their knowledge, no one on the committee asked for that amendment. -

Very disappointing. Joshua Evans apparently left his backbone at home..assuming, of course, he ever had one to begin with. Particularly distressing were his comments in reply to Mr. Bass and Mr. Watson, in which he indicated that it was now his intent to not allow the leglislation to return to its original form. And in an act even more slime-laden, that comment was craftily buried deep within his sound-bite comments about "allowing the legislative process to take its course". -

Probably dont need to waste your breath on Sontany and maybe a couple of others. Went out and celebrated this evening...appropriately, of course. One Colt, one Springer in my collection. After I got my first one, the wife and my son both sent rounds downrange with it...they now each own their own. +1 to JMB!

Tries to address the liabilities issues, makes proviso for "firearms" instead of "handgun", and calls for all costs of an unsuccessful lawsuit brough against the employer should such firearm be used in a crime to be borne by the plaintiff. Lets try to keep the discussion focused on the specific details of the bill and its progress within the legislature, and not beat a bloodied carcass anymore with all the well-trodden opinions about overall property rights, etc, OK?

Folks, take it outside, or out back, or out into the street. Its old...and everybody here is already abundantly clear on the stance from both sides. You have not yet succeeded in changing one another's minds while traipsing across multiple threads...why not just start your own dedicated thread and slug it out there? That way, those who find it entertaining or educational have a one-stop shop where they can go to find all the arguments...and those who desire otherwise will know exactly the thread to avoid. Thanks to those who have contributed info RE the progress/lack thereof for the bill, including the recent contact with the sponsor! -

The bill really has a singular purpose, which was described ad nauseum during the committee hearing - to specifically exclude 'not posting a property' from possibly being considered as a situation that creates a dangerous work environment. This keeps TOSHA from having to consider each such case individually on its own merits, as they said they would have to do when they dismissed the one from last year - they now can just reference this section of the code and be done with it. It doesn't do anything more than that.

There's now a fiscal note attached, indicating a decrease in state revenues of $307,000 with no decrease in state expenditures. Here's the explanation: "According to TBI, there are 307,000 handgun carry permit holders. Approximately 54,200 renew each year. No data is available on gun purchases made by permit holders. TBI assumes approximately 10 percent (30,700) of firearm purchasers would also have a valid handgun carry permit and would no longer be subject to a background check. There will be a recurring decrease in state revenue of $307,000 (30,700 x $10)." "Any decrease in expenditures for TBI to perform fewer background checks is estimated to be not significant." "The proposed bill does not require gun dealers to verify the validity of handgun carry permits with the Department of Safety (DOS). As a result, there will no fiscal impact to DOS."

No companion bill listed as of earlier this afternoon...but, there's still time. Looks to be some interesting things within...he's worked parking lot exemptions into various nooks and crannies. Keeps use of circle/slash for proper notice of posting. I didn't''see any exemption of background check for HCP holders, but it could easily be there and I just missed it in a quick scan. -

Yeah, it was a gunshot - accidental, self-inflicted, call it what you will. The "official" story (that appearing on WCYB-TV's web site) is that a gentleman had purchased a laser sight inside, and went out to his car to install it on his (loaded!) Glock 9mm. In the process, it "accidently discharged", shooting him in the leg. He was transported to a local hospital, treated and ultimately released. Another version surfaced in a conversation with someone knowledgeable of the rescue effort. Apparently, at one time the gentleman purportedly told an early responder that he had the gun in his pocket, and had slipped and fallen in the parking lot,at which time the gun went off, shooting himself in the hip and butt. We all know that one of the above stories must be true, as it is just not possible at all that he had it in his pocket and put his finger where it don't belong as he fumbled in his pocket to show it somebody... -

I mean no offense to any of the participants, but as the OP, I'd like to request a moderator to kindly close this thread. A lot has been said (some repeatedly), and many good points have been made - illustrating the fact that this can be a relatively complex issue. But it seems that most of the arguments have been made, and folks clearly have their respective beliefs and have stated them well. Let's leave this one as it is before it succumbs to less noble efforts borne of frustration and confidence in one's own position. -

Memphis stalwart Hardaway tries it again (I believe he introduced identical legislation last year): http://www.capitol.tn.gov/Bills/107/Bill/HB0026.pdf "...creates various gun show offenses, including prohibiting any person who is not a licensed firearms dealer from transferring a firearm to another person if any part of the transfer takes place at a gun show or within 1,000 feet of a gun show." This one forces gun show promoters to list prospective events with TBI and local LEO, verify identitity, etc of each dealer and keep those records for a year, and criminalizes as a Class A misdemeanor a sale or transfer of any firearm within 1000 feet of a gun show by an unlicensed (18 USC 923) dealer. Then, he introduces SB0399: http://www.capitol.tn.gov/Bills/107/Bill/SB0399.pdf "...authorizes full-time faculty at a public college to carry a firearm on such campus if they have a handgun carry permit."

http://www.capitol.tn.gov/Bills/107/Bill/SB0306.pdf This would be a nice touch, as well. Presenting a valid HCP at time of handgun purchase would eliminate eth need for a background check. Already has a House sponsor, and is referred to Sen Judicary cmte. We'll see if it surfaces from there...not on a calendar yet.
