Bristol Herald Courier: http://www.tricities.com Kingsport Times-News: http://www.timesnews.net/ I actually find the Kingsport paper to be as helpful, if not moreso, on matters dealing with Sullivan County. The Bristol paper tends to lend a lot of coverage to Southwest Virginia matters at the expense of the Tennessee side. Gotta remember: Bristol is a city split by the state line, so we've got two of everything...police departments, municipal governments, EMS services, et al. The Virginia side has a state income tax, but a lower sales tax rate (approx 5%, IIRC). Tennessee side has no state income tax, but a higher sales tax (9.5%). So - live and work in TN, buy in VA...

I have a couple of friends who use these to "cold smoke" cheeses, fish, etc. They place the AMNPS down on the charcoal grate inside their 22.5" Weber Smoky Mountain, and place the food to be smoked on the top food rack (no lit charcoal in the WSM - just the AMNPS). One even found Alder sawdust, and used that to make alder smoked sea salt - wonderful stuff!

Henson and VI Ranch Rd? Thats in the Holston Valley area. Pretty area, that is. Haven't heard much RE any significant crime in those parts - will ask around tho. I have relatives in other parts of Holston Valley (still Sullivan County) who do some shooting on their property, and have no issues with LEOs, etc.

It ain't over till the Fat Lady sings...if you are cynical with regards to the current administration/leadership, that is. The delay in transmitting could be seen as a tactic to ensure there is no stomach in the legislature in returning to override - that would mean they would have to suspend campaign efforts that so many were chomping at the bit to get on with (and have)... -

I just feel sorry for the folks who, by virtue of the timings necessary to align issuance/renewal schedules with the DL process, have to pay for a 7-year permit - $152, according to the fiscal note. True, the per year rate remains constant, but the additional $40 upfront layout will be a burden for some. -

Doubtful it will get that far. FWM sub acknowledged it had no meaningful fiscal note as amended...but the Emperor's minions have done a good job of lining up all the obedient little indians to go along with the "Homeland Security" concerns. If it failed 10-1 in a roll cal vote in the sub, do you really think it can muster a 2/3 majority on the floor? There aren't that many gonads in the building... Sponsor has already admitted on FB that it is dead, and Rule 53 vote wont happen. He intends to bring it back next year.

HB2409 failed in a night-ending FWM Subcomte vote by a 10-1 margin (GA website hasn't yet posted the vote yet, but it was a roll call vote - so names should be available). Harrison, McCormick, and Gibbons (Tn Homeland Security) played the Governors line right to the letter...and it was obvious that all the Establishment Rs were falling right into line, just like they'd been told to.

Virginia is an open-carry-no-permit state. I live only 300 yards from the state line with Virginia, and half of our city is IN Virginia. I would be glad to provide any of those "blood-in-the-streets" predictors a real-life, real-time example of how big a "NOT A CONCERN" this legislation really is. Oh wait - that would be a 'fact', and thus incomprehensible to those morons...

Todays "R"s in leadership are a lot like a race driver that once drove for us. As long as he was behind another driver, he was up on the wheel, spot on his marks, and getting absolutely the last ounce out of the equipment we'd given him that day/night. But the moment he successfully made that pass, he went all to hell...missed his marks, over/under drove the corner, and in general did a danged good job of impersonating a monkey on a football. I vividly remember one night watching him track down the leader late in the race, and thinking to myself "I sure hope he doesn't make this pass for the lead until the white flag lap, cause he can't lead worth a damn." I hear that same thing in my head when I think of the current Republican "supermajority"... -
Well...I'm not sure the amendment did it: SECTION 1. Tennessee Code Annotated, Section 39-17-1314(a), is amended by deleting the existing language in its entirety and substituting instead the following language: (a) Except as specifically provided in subsection (b), it is the intent of the general assembly to preempt the whole field of the regulation of firearms, ammunition, or components of firearms or ammunition, or combinations thereof including, but not limited to, the use, purchase, transfer, taxation, manufacture, ownership, possession, carrying, sale, acquisition, gift, devise, licensing, registration, storage, and transportation thereof, to the exclusion of all existing and future county, city, town, municipality, or metropolitan government law, ordinances, resolutions, enactments or regulation. No county, city, town, municipality, or metropolitan government nor any state or local agency, department, or official shall occupy any part of the field regulation of firearms, ammunition or components of firearms or ammunition, or combinations thereof. (b) A city, county, town, municipality or metropolitan government is expressly authorized to regulate by ordinance, resolution, policy, rule or other enactment the following: (1) Except as otherwise provided in § 39-17-1313, the carrying of firearms by employees or independent contractors of the city, county, town municipality or metropolitan government when acting in the course and scope of their employment or contract; (2) Except when and where the discharge of a firearm is authorized or permitted by state law, the discharge of firearms within the boundaries of the applicable city, county, town, municipality or metropolitan government; and (3) The enforcement of any state or federal law pertaining to firearms, ammunition, or components of firearms or ammunition, or combinations thereof. SECTION 2. This act shall take effect upon becoming a law, the public welfare requiring it. Reading this, I still don't see where the parks exception is coming from. It seems to me that the bill language doesn't state it; rather ,its the Sponsor making the statement from the floor during deliberations that carries the weight.

Well, this one did make it thru House CJ Cmte today, and is awaiting Calendar to send it to the House floor. But it was amended (still not showing on the GA website,. though) to "clean it up a bit", and Matheny then stated (at Dennis' urging) on the House floor today that he misspoke last week and this bill will NOT affect the parks legislation in any way - some BS about the legislature having properly ceded that issue to local governments while still maintaining 'control' per the state Constitution. And this guy is supposedly on "our" side??? Not surprisingly, Kelsey didn't find time (once again) to address it in Sen Jud Cmte, so it rolls to next week. Yeah, right...

Getting back to the original topic: HB1480 made it out of the House CJ Cmte today despite the predictable objections of Stewart and Jones (Madame Dips**t). Next stop is in the House Finance Subcmte next Wed (4/2). If it clears there, it will go to the full Fnce committee the next week, and then perhaps onto the House floor the week after that - putting right in the middle of budget time and the expected rush to go home and start campaigning. Not surprisingly, Kelsey didn't find time to address it this week in Sen Jud Cmte, making the third week in a row for it to be deferred. Yeah, he's in a hurry... -
URGENT - Permit-less Car Carry in the Senate Tomorrow

Now scheduled to go to House CJ full Cmte tomorrow, March 26,at 3pm CT, along with a host of other firearms-related bills: HB1400 (align HCP renewal with driver license renewal - has a POSITIVE fiscal note?!?), HB1794 which has a bigtime negative fiscal note, HB1399 (reinforces that the state legislature occupies the whole field of firearms regulation, prohibiting local regulation - insignificant fiscal note), and HB2409 (essentially converting the present HCP to a concealed carry permit, and allowing open carry - small onetime fiscal note of $100K). Someone really rattled the DOS cage - there are numerous bills with corrected fiscal notes dated today (3/25) that indicate a reversal or correction of previous DOS thinking, with most indicating that (now) DOS feels that lessening regulation on areas other than concealed carry (such as HB2409) will not significantly decrease the number of permits issued. Interesting - shoudl be an entertaining meeting. Also - Senate Jud Cmte is taking up several of these same bills at 1pm CY - at the heel of a 95 item agenda...yeah, bet Kelsy busts a butt to get to those... -
Given the answer given in CJ Sub, I'd bet the farm you are right RE the fiscal note - will be the same one attached to the parks bill (effectively killing it by placing it "behind the budget"). And it will likely have a cute little "corrected" note with it, stating that further consideration was given after new information became apparent (the CJ Sub question/answer). Sad, actually...that a bill is even offered up to say what the state Constitution already makes clear. What is this - a "yes, we were stupid and we're sorry" bill?

Given the new supporting information for the bill, the fiscal impact has been corrected as follows: (CORRECTED) Decrease State Revenue $4,462,800/Department of Safety/FY14 - 15 and Subsequent Years $403,200/TBI/FY14 - 15 and Subsequent Years Decrease State Expenditures $3,250,000/Department of Safety/FY14 - 15 and Subsequent Years Decrease Local Revenue $403,200/FY14 - 15 and Subsequent Years" With that fiscal note, it will go to House Fnce Sub - where it will be placed "behind the budget" and grow grass while the boyz and girlz of Nashville head home to convince us to send them back for another 2 years of fun and frolic at our expense... -
Picked up a Recluse pocket holster for a Sig p238. So far, I like this one a lot...much better than the DeSantis Nemesis I was using. This is their Recluse TS front pocket holster, RH draw.
