just to get the residual cosmoline off I would try heat. Heat can be best applied by running 100 rounds through it. Keep a rag handy and wipe it down as it heats up. Leaving it out in the sun will have the same effect, sort of.

In Knox County, John E Law told me that it was alright to shoot as long as I was not shooting towards a dwelling, other building or a place where people were likely to be. I shoot in a depression towards a dirt pile that I built. Its not likely that a bullet will escape.
