I just checked the original picture again and unless it is a shadow it appears the base plate for the magazine well is still in place. here is a schematic for the rifle and some parts available Numrich Gun Parts Corp. - The World's Largest Supplier of Firearms Parts and Accessories if you look through there you may well find what you need, i found a floor plate, part number 57. appears they have paart number 40 the mag well, but you are SOL for the spring. Cool rifle anyway, you could always single shot it. May want to have it checked out first though.

I guess it is all relative, but even when I lived in Boca I did not consider it near the beach, it took 20 minutes to get there. Near the beach is where people live when they are on the other side of the intercoastal waterway.

all this proposed law would accomplish is to put a stop to recreational shooting. People will still have rounds for the self defense guns and lord knows the criminals will still have bullets. How does someone even consider doing something like this and look people in the eye with a straight face?

a used cartridge, even a steel cartridge is going to be a little expanded and therefore harder to cycle into the chamber. DUH! Try sticking a live round in it. I don't know what ammo you are using but I never heard of a Mosin to be picky about ammo as far as function. You have the stereotypical sticky bolt. It is no big deal. How clean the borel is has jack squat to do with it. And the bolt itself does not cause the problem. Clean the chamber, man up and shoot the gun. It will get better over time.
