The state senator in the second paragraph has it figured out that people with the handgun carry permits are not the ones to worry about wherever we carry, whether that is in the capitol, a store, church, or a school. We are the ones that paid the money and went through the process to be legal and should be trusted.

This was out of the Knoxville newspaper today. Harris also said that in Memphis, the city parks department also operates the Memphis Zoo, Liberty Bowl Memorial Stadium and other facilities where guns are currently banned. “Does the sponsor intend to allow guns in the Memphis Zoo, in the Children’s Museum, in the Liberty Bowl where the University of Memphis plays football, in the Brooks Museum of Art — all facilities operated by the Memphis Parks Department?” Harris asked. Said Stevens: “These are individuals who have been vetted by the state and who statistics say do not commit crimes generally, and if they do it is in a much lower percentage than the general public. This is about the right to self-defense enshrined in the Constitution. It’s the right to protect yourself and where do you need to protect yourself? You need to protect yourself where you are. If you are in those facilities and someone who does not have a handgun-carry permit gets through those security measures, the permit holders need to be able to protect themselves wherever they are.”

All I can say is that if they try to attach some fiscal deal because of that amendment, that is a lie because there is no cost with that amendment. Would we be able to carry in the statehouse or just on the grounds outside the statehouse? If that passes, that is good because it is legal to carry in a lot of statehouses across the country.

Let's see if the House passes it or if they let one little change keep them from passing it.

What was the point of the amendment? Did the democrat that introduced it not think it would be added on?

Is there any chance to amend the no guns sign bill HB 0682 to remove criminal penalty from no guns signs? It looks like the park carry bill has been amended to allow carry at the capitol grounds, why don't we encourage something to be done to remove the criminal penalty for all no guns signs? If anyone knows any of the bill sponsors, contact them and maybe we can get this taken care of this year with an amendment to the no gun sign bill.

Can we carry inside the capitol or would it just be on the grounds outside? Will this bill now have to go back to the house floor to be voted on again? I sure hope that amendment does not keep the bill from being voted on in the house again and that it passes again.

Yeah so what happens with this bill now? Does it go back to the house floor for another vote? Or will it have to go through the whole committee process since the amendment to carry on the capitol grounds was added? Would we be able to carry inside the capitol building with this amendment?

Kahrs have good triggers. The ones I have shot were reliable, but I've read that Kahr has had some guns with problems. Of course any manufacturer can make a bad gun.

The park bill may be the only decent bill that we get this year.

Insurance companies will use any excuse to charge whatever they charge. I think it is a good idea to wear a helmet on a motorcycle and also a good idea to wear a seat belt in a car. I don't think it is the government's place to require grown adults to use those safety devices because the laws are nothing more than revenue generators. Half the people driving in Memphis do not even have car insurance on their cars while on the public streets. Many others are driving without valid DL's. I'm not talking about someone who forgot to renew on time. I'm talking about never having a DL or the DPS canning the DL. That is much more of a problem than the small number of motorcycle riders not wearing helmets. Here's my idea to improve the problem with people driving without insurance. Make a law that anyone unlawfully driving without car insurance, current DL, DWI, etc. cannot collect any sort of damage payments from an accident, even if that driver was not at fault in the accident. If you cant cover the responsibility of driving and obligation to others should you cause an accident (by buying insurance or liability bond), then you have no business on the road. I bet if you cut out insurance payments to people who should have never been on the road in the first place, that will help.

Yeah the whole 'no guns' signs that apply to handgun carry permits probably are not constitutional either. Too bad we couldn't convince anyone to fix that problem either, but this park bill is a good step in the right direction. The politicians wasted time on modifying the no guns signs, when they could have just deleted the 500 dollar fine from the law and call it a technical correction. That will help a lot of people with permits not become criminals for carrying in the Memphis parks to protect themselves. It's funny how people mix up people with permits and gang bangers and fail to realize that the gang bangers are carrying in the parks right now in Memphis. -

Some people can't seem to understand that people with handgun carry permits are not the problem and that it is illegal to carry in this state without a permit. Although the law prohibits any guns in parks used or owned by schools, the Senate passed a bill Monday to roll back part of the law. The bill allows guns on properties used but not owned by schools, such as athletic fields. A Haslam-backed amendment to the guns-in-parks bill would've made guns on any property used or owned by schools illegal." (Lots of properties are used by schools, such as any place a field trip group goes to) After Rep. David Hawk, R-Greeneville, quickly read the current law, Rep. Steve McDaniel, R-Parkers Crossroads, rescinded the amendment he'd introduced on behalf of the governor because he deemed it redundant. (Why introduce a change to further criminalize people with permits?) Those of you who have representatives who have had involvement in this park bill, ask them what in the world is the worry about people with handgun carry permits carrying anywhere? It looks like this rep from Crossroads does not trust handgun carry permit people because he was about to modify the park bill to not grant handgun carry permits an exception.

There's not even an exception in the amendment for people openly carrying the swords, imitation guns, toy guns, etc. on their own property that is within 150 feet of a school. So that means the cops can come and arrest your kids for carrying toy guns in the back yard if your property line is up against a school and a busy body 'concerned' parent or teacher calls the cops. People say it wouldn't happen, but nothing surprises me anymore out of the over reactive helicopter parents and zero common sense school administrators. Look at how the cops are called when little Johnny has a swiss army knife or a butter knife that is not being used as a weapon. The school administrators don't have the common sense to just hold the knife and give it to the parent at the end of the day. -

Yeah that bill needs to be fixed so that little kids and parents are not hassled over the kids playing cowboys and Indians in the yard or running through the neighborhood. That sort of law can really be abused and cause innocent kids a lot of problems. -

You might want to make sure that amendment doesn't criminalize little kids playing with toy guns within 150 feet of a school, such as if their home is right next to a school. I bet this amendment is directed towards the Radnor Lake guy that walked around with the AK pistol and the old blackpowder pistol in Belle Meade, but you don't want little kids and parents dealing with a lot of problems over kids playing in the yard with a toy. -

What happened to the park carry bill in the House Finance Committee? -
We need folks that are well spoken to help gun rights. Well spoken logic goes a lot further than hype and emotion. For example, if we want to be able to carry on school or college property, we need folks who can show that college carry with a license is legal in half the country and that you can legally carry on K-12 school property in some states with a license. Or that in most states, it is legal to carry in local parks with a license. Of course we would add that there are very few problems with licensees carrying in those locations. My opinion is that it is better to have concentrated efforts around 2 or 3 solid bills than waste time on 20 or 30 that have no chance of going anywhere. Solid bills with good NRA backing and other lobbying efforts would be fixing the park issue, school property issue, and sign problems. The knife rights group somehow was able to change politicians' minds on knife law pretty quick and even was able to drop opposition of the sheriff's association. I think the NRA can do the same thing with the right approach. Mississippi was able to get the enhanced license (carry just about everywhere) by rolling it into a bill to reform district attorney carry. We could do the same thing here.

I've shot a 938 and it is easy to shoot for such a small gun. It has about the same weight as a J Frame. The one I shot seemed to be reliable and not have any problems.

That's a lot of money for a lifetime handgun carry permit. 50 dollars every five years is not a bad deal. I doubt many people will pay that much for a lifetime handgun carry permit.

Those of you with NFA items might want to check this bill to make sure Destructive Devices are covered. It looks like silencers, machine guns, SBR/SBS's are covered, but not DD's.

The car carry bill was a good bill that I am surprised was passed. I do not see any problems with the car carry law and think that it helps a lot of people who can legally own a gun. -
That is positive. Maybe this bill will continue to keep moving. We need to politely ask the full finance committee to pass the bill.

This bill is scheduled to be heard in the House Finance Subcommittee today. You might want to contact your representatives, especially on the Finance subcommittee, and ask that this bill be heard during the meeting.

It looks like this bill has made it out of committee in the House. If anyone knows the sponsor of this bill, see if you can get the sponsor to amend the bill in order to remove the criminal penalty for carrying past a sign. That would greatly help those of us with a handgun carry permit.
