The problem is the broad scope of the charge. However, child molesters, rapist ect. have an exceptionally high recidivism rate. Personally I think those charges should be under the death/life penalties. Now the 19 and 16 yr old thing is different and should be considered so, as well as some of the other charges they've lumped in there. Classic case of being tougher on "lesser" crimes has only worked to dilute/lessen the more serious crimes.
