  7. Yes. Since the frame/receiver is the actual "firearm" you would have to declare when you ship it. You would not have to declare when shipping the slide, barrel, mags or other parts. ETA: Ooops. Didn't see page 2. You already got the answer.

  10. Can you point me to the specific law on that? I have heard this before, but I am not familiar with any law that requires FTF on a intrastate transfers.

  14. Yeah, you will need an FFL for that. The way I read the law/regulations, is if you are acquiring a firearm in an interstate transaction, it must go through a FFL. This would apply to both handguns and long guns, regardless if it is a purchase, trade or gift.

  18. No. You would still have to go through a FFL, either in the seller's state or here in TN.
  19. At least the starting price for the MRP piston upper was somewhat "normal." $1K for a lower, with a BIN price of $1.5K, is just ridiculous. Craziness!

As far as I know, there is no minimum residency requirement, you just have to be a resident according to the website. http://www.tennessee.gov/safety/handgun/qualifications.htm Times seem to vary. Mine took about 60 days to receive, others have posted that they got their HCP in about 30 days. Some take the full 90 days. Who knows for sure.
