You are correct as to real world practices. States and cities DO infringe that right. And not all states infringe that right equally: there are a number of states where you CAN "go out with a pistol on your hip without a permit". Though, interestingly, they insist you can't do the same in a concealed manner without a state granted privilege (permit). I, and most constitutionalists, would argue that firearm carry is indeed a constitutionally granted right. Of course I agree that might makes right in real world sense. How a municipality can decree that one can't own a handgun AT ALL is just beyond the pale. - OS
