  1.   Yeah, I got a replacement rifle from Mossberg sent straight to home, but ATI would only send a replacement lower to FFL, for which they'd also rebate you 20 clams for after the fact. What a hassle. And the rep said she knew it was legal for them to send the lower directly to me, but that it was company "policy" to do it that way.    - OS

  3.   Ruger shows that all 10/22s still ship with the combo Weaver/tipoff rail, so those should fit fine. Rail uses 4 screws, use a dab of blue loctite on them, it'll be solid.   - OS

  19.   That was indeed the basis of the  case regarding the cop and his brother.   Note that Scalia's dissent in the matter was that there was simply no provision in federal law for question 11a on the 4473 to being with. So folks are convicted of violating an agency's "rule" rather than actual federal firearm law.   - OS
  20.   The ownership isn't in general as concentrated by percentage in the states with the largest electoral votes save maybe for Texas, but even more pertinent, most gun owners aren't "activists" in the sense of gun freedom being a major voting issue, but fall into the "as long as I can keep some gun at home" or "as long as they don't take away my hunting rifle" groups.   - OS
  21.   Odd.   Windows 7, have SmartScreen enabled, but I don't get the warning being discussed with FireFox or IE (11).  Must be an additional variable involved. Maybe Edge browser, Windows 10, or combo of both?   - OS

  23.   Ah, now I get the nuance, and you're almost certainly right that it is not a crime, as the example wording in the 4473 is buying the firearm "for" someone else, which would certainly require at least the intent to give the firearm to him.   - OS
  24.     The term itself aside, ATF considers any purchase from FFL where a person gives you the money up front to buy it for him illegal, whether that person can legally own firearms or not.   See 4473 for specific example between legal "gift" and illegal purchase for someone else.   Note that this recently went all the way to SCOTUS at least regarding lying on the 4473 (the cop who bought a firearm for his brother in another state, even though it was transferred in that other state through a FFL).   - OS
