No, you can carry in accordance with laws of the state in which the park resides. For example, anyone can open carry in the North Carolina part of the Smokies with no permit at all. Or carry openly OR concealed without permit in Arizona and Alaska parks, etc. I have read that in some parks out west you can carry a loaded long gun without permit, too. - OS
