Don't know the 22a but can tell you the Victory is sweet. Has eaten everything, very accurate, and of course field strips uber easily. Really wonder if the Victory wasn't main impetus for Ruger engineering the Mark IV. - OS

Heller didn't do anything for the states, only for federal districts, it was McDonald that incorporated the right to own common firearms. It did not mandate exactly what hoops the individual states may still impose to do so, only suggested that they be "reasonable". Registration, defining and banning "assault weapons", guns without certain safety features, hicap mags, etc, has all so far withstood that. In similar vein, unless SCOTUS went farther than in McDonald, I can't see that incorporating "bearing" to all states would mean much more than states could no longer be "may issue" but would have to be "shall issue", that's about it. Same as before, it would not remove whatever "reasonable" hoops you need to do it (permits), and certainly wouldn't mandate all states agree on anything beyond that, like which permits each honors. - OS

Wouldn't affect you one way or the other. You're already supposed to collect sales tax for in-state sales under certain conditions. - OS

At least 10 states would appeal such a law, and I can't see SCOTUS allowing it myself, even with Trump's replacement for Scalia. Transportation is a necessity and in the public interest of all states and the federal government, and hence a driver's license is "universal", but they're just not going to see carrying a heater as synonymous. There are lots of state licenses that are not accepted in all other states, whether it's the practice of law, medicine, or hairdressing. I agree with Dave: unless SCOTUS incorporates the right to carry a heater same as owning one as in McDonald, and negating the need for a permit in the first place, can't see it standing if passed. Perhaps they should go for a federal carry permit, good in all states, might have a better chance. But I'd certainly be against that too. - OS

Yeah, I said long ago, it's just human nature. People snuff folks in rage all the time in real life, regardless of the consequences to themselves, and for less than the cruelty Negan has laid on various member of his crew. And as you say, a bit of sneakiness and you wouldn't even have to necessarily suffer any retributions. I don't mind all the lapses of reality with gun facts and whatnot, or even the basic illogic of the Zeds themselves, that's all suspension of disbelief. But TWD's strong point has been human drama, the reality of interactions as we relate to them in the human experience, and Negan just couldn't really exist for long the way he does in such an exposed way among his cadre. - OS

That case only is binding for IL, wasn't appealed to SCOTUS, or they denied hearing, I forget, but results certainly not incorporated for all the states, like McDonald. Point is, states so far have the option to do whatever they like regarding weapon carrry, hence why there are still eight that are "may issue". Jersey and Hawaii are essentially "no issue" now. - OS

Yeah, possession in vehicle on employer property (by permit holder only). Passed about 3 years ago, "strengthened" this year (but in reality not by much if at all) by recourse of civil action against employer for violation. - OS

So few permits are actually issued there, Jersey and a few other states might just end their permit systems completely rather than allow us southern crackers to carry there. - OS

No. Because only "rifles" and "shotguns" are specifically allowed under the federal statute to be sold to 18 year olds and/or to out of state residents by FFLs. Same as with handgun, must be 21 to receive an "other firearm" and only receive in state of residence. Same with a PGO "shotgun", which isn't really a "shotgun", but also "other firearm". - OS

I was just posting that as informational in general. I couldn't remember if the military thing was in regard to FFLs only or not, and it's not. Prob is, that as a private seller, once you know that there's some question about the buyer's legal state(s) of residence is that you don't really have a rock solid way to verify it. I wouldn't know what paperwork for sure constitutes a legally valid "permanent duty station" and all that, whereas an FFL runs it through the system and either gets an approval or he doesn't. And of course, transferring the handgun through an FFL isn't an option in this case, the buyer being under 21. - OS

If passed, after the lawsuits start, seems would be a hard sell constitutionally, that on one hand the states can still enforce state carry restrictions , but can't enforce state reciprocity restriction itself. - OS

I looked at the federal laws, and the military thing isn't limited to just FFLs. Pretty simple statement in the definitions 18US921 that apply to 18US922 and ongoing: "For the purposes of this chapter, a member of the Armed Forces on active duty is a resident of the State in which his permanent duty station is located." But I myself still wouldn't likely sell to him myself. - OS

And really, you'd have to look closely at 18 US 922, but seems like that "duty station" exception may well ONLY apply to FFLs, and not private individuals. - OS
