  2.     I disagree with him too. This is the only de facto nod to constitutional carry since 1870 when it became illegal in the first place.   Amazing to me that such a historic enactment has flown almost totally under the radar.   - OS
  3. No big deal either way. Jersey is already in the top 3 or 4 most restrictive states regarding firearm law. Already had 15 round limit. It's not like this saved much of anything rights wise in overall picture there.   Christie has said more than once he thinks NJ's firearms laws are "about right".   - OS

Apologies if the comment seemed insulting or anything.   "Tennessee's Handgun Carry Permit does not meet the requirements of the federal Brady Bill because it lacks a requirement for an annual re-check of the permit holder's criminal history and it does not require a check through the National Instant Check System (NICS).  Therefore, purchasers holding a valid Tennessee Handgun Carry Permit still have to have a TICS/NICS check performed when purchasing a firearm."    I can find no requirement for the yearly check. Also, to think your HCP app is not vetted through NICS seems absurd. It's sent to FBI for criminal background check, which runs NICS. So what would FBI use if not their own system?   Also, our state legislators seem to think that we could enact it if we chose. Not that they're exactly the intelligentsia, but I do believe someone would have checked on that before writing the bill, which included no changes needed in the HCP process.   Frankly, I think that entire paragraph is bogus until proven differently. And the reason we can't use HCP for NICS is because we haven't enacted it, as the federal statute requires. Not to mention the fact that the state is not willing to let go of the 10 clams per pop.   As always, I'm certainly willing to be wrong -- but I'd like to see some documentation regarding this beyond their statement.   - OS

  12.   No, yearly background check is not a requirement.  See 18 USC (t)(3) and 27 CFR (d) for requirements.   Pretty sure TN could enact this if they chose to, and indeed a bill did get discussions in committees to do just that two sessions ago.   - OS

  15.   No. Perfectly legal to buy a handgun in private sale at 18.   Matter of fact, perfectly legal to give a handgun to a minor "for lawful sporting purposes", so seems even a 16 year old could have a loaded gun in the auto also -- comes down to perhaps splitting hairs as to when having it in there is pursuant to those purposes I guess.   - OS
  16.   Yep, I still don't see any real diff to the consumer than the plans out there now.   Though I'm all for fewer regs than more in general, it perhaps needs to be mandatory that a provider inform the patient upfront before any services rendered that they are not in the insured's network though.   I recently paid $60 unnecessarily for a extended eye exam since the guy wasn't in network, but didn't understand that was the reason at the time. Might have still done it since I really like the feller and all, and yeah, it's my responsibility ultimately, but seems it might be fair to have an informed knowledge of that sort of thing going in, as it could have been something meaning big bucks.   - OS

  20.   There are no age restrictions in TCA weapons section regarding carry of any knife; perhaps there's something in another section regarding juveniles, couldn't say.   Note that all knives are still banned in schools, which includes colleges/universities too if push comes to shove, which of course it would most likely do over a switchblade I'd imagine.   - OS
  21. Sound like you solved the mystery, so just a comment on:     Completed 4473s must be kept for 20 years. Any older than that may be destroyed by the FFL, but that is extra work for the FFL, so seems likely most would just keep them?   At any rate ATF requests FFLs send them the old ones rather than destroy them so can be added to the National Tracing Center database. Also, when an FFL goes out of biz, all 4473s are to be sent to ATF where they go into the database also.   So anyone who says the gummit does not have a database of beau coup 4473s is totally wrong.   24.   Be hard pressed to build an upper like that with a known quality barrel for that price.   I grabbed identical one about a month ago to use up most of my leftover stuff for $319 in hand and thought that was quite the deal, no idea it would come around again at more than 20 clams even less.   Course, not everybody is gonna want an A2 gas/sight block either, and that fat handguard has to go even if you do. So building one from scratch to what you want sans some of the stuff on this one might bring you in cheaper than buying this and adding to it -- maybe.   - OS
  25.   Likely part of it, but note these were sent to all candidates, not sitting legislators only. Possibly any number of the folks running, who don't even really have a full time staff and maybe not even one full time aide, simply lost it in the shuffle.   - OS
