  1.   Illinois has changed, ya know:     "Non Residents are allowed to transport a concealed firearm within their vehicle without a permit, provided they have a valid out-of- state permit. If the vehicle is left unattended, the firearm must either be in a locked container or the vehicle must be locked."   - OS
  2.     Ooo, you're such a nitpicker. Still all just a drop in the bucket. I've worked for the state too. Matter of fact, being eventually in highest non-exempt bracket in the state, I did so many extra hours there were years that my overtime pay was more than my base salary -- could never take comp time as option, because, well, there wasn't time and still get the various tasks done.   But these obviously rare little trips, if they still even do them, are still just small change in the scope of things (much less than just your Faithful Correspondent's overtime pay for example) and seem well worth the effort to me. You're just trying to eject some sort of hair-splitting strict efficiency to one small division of state government, and we all know there's no room for that sort of thing anywhere in that entire bureaucracy. :)   - OS
  3.   As if the legislature paid any attention to it. We haven't elected judges in over 40 years, and no reason to think that will change if the amendment fails.   - OS
  4.   Wasn't even a plate, just a .22 popper type, and might have even been just the small diameter steel frame that held the arrangement.   Plates for sure need to be angled somewhat backwards so ricochet tends to go down to ground, but no guarantees of course.   - OS
  5.   Well, we can debate a hypothetical, but the fact remains that the Founders didn't think it was wise for the people to elect federal Supreme Court or Appellate judges, and neither do it. I also extend that opinion to their state level counterparts.   They also did not want the US Senate elected by the people either, but that got changed, and that has worked out so well and all. So maybe we'll be electing federal judges some day too.   - OS
  6.   And I'll repeat that the Founding Fathers of the United States set it up as a yes vote would achieve, with even less verification required from Congress, and no retention vote either. Which I see as a good thing. I'd say you'd agree if TN were blue instead of red (for now).   Again, I'd point to the repercussions if our federal SCOTUS were nationally elected instead of appointed right now, or even if there were only retention elections  -- I'd posit that it would now be so far left that Kagan and Sotomayor would seem like conservatives.   - OS
  7.   Yup, drop in the bucket money wise for the PR effort. Per diem food allowance for employee or two already on salary, a few branded knickknacks and literature, and a table rental.   Overall a plus to promote firearm carry/safey overall, even though the HCP process itself is unconstitutional. :)   - OS
  8. I met Lisa personally at gun show here maybe two years ago now. Haven't seen them have a presence at any since, but then I don't go but to about every 3rd one anymore.   Very personable in conversation -- the one thing I remember well was she said that no permit would be issued before all components of the background check came in, regardless of the 90 day mandate in statute.   - OS
  9.   It's not. Only distance matters. Has to be technique if sight is holding zero in between sessions/shots.   That said, with a 25 yard (actually meter) zero,  there's about 3" difference in POI from 0 to that 25 yards, and maybe your two target examples are not really both at same distance?   - OS
  10.   Seriously, though, not that I watch either anymore, seems more often than they go all the way. NBA seems especially choreographed to do that, and easier to control outcome of a close game, too, all you have to do is miss a shot or two.   - OS

  15.   As has been said, it's on her insurance company to make restitution to her.  Company will take it from there if they think they have recourse to recoup any of it.   The only way it's "on her" is if she's not covered for what she considers full recompense and wants to sue the landowner directly.   - OS

  17.   They seemed sure it was a reaction to whatever medication he took?   I'd rule out reaction to wheat/gluten right off the bat since it's easy enough, just zap the major sources for a week or so -- bread/crackers, pasta, cereal, batter fried food, snack chips and he like, read labels on everything else for wheat/gluten,  etc.   Along with other symptoms, swelling of throat/tongue serious enough for an ER visit suggests possible onset of anaphylaxis to a degree, and short of insect stings, wheat is a prime culprit. Body chemistry changes, could be anything, but this is one area you can control to test, unlike what the great outdoors throws your way.   Also,  that much reduction in overall carb level might actually ease severity of any other allergy response also, even assuming wheat is not the culprit.   - OS
  18.   I still maintain that if ragweed were the prime culprit he would have been in full blown misery by mid Sept if not earlier. Last week of Aug in E. TN is generally target date for the initial onslaught and certainly by Labor Day. It's pretty much abated now.   - OS

I can't remember but I assume it is indeed a separate question on the application, just like on a 4473.   OP, if you're still around, you should probably just try to get in touch with Lisa Knight, head of permit division, and try to nail that down before spending any bucks on a course, apologies for missing that detail.   - OS
