  4.   You know, "normal" firearm possession in court is not  banned by TN law as everyone says. It only bans possession of the prohibited weapons in 39-17-1302.   So does the parks statute, btw, only bans the ones in 1302.   - OS

  7.   Well, "the law" in TCA says dealer can't sell to a person addicted to alcohol and TBI is interpreting that by using same criteria as used for drugs to define addiction.   9.   Thanks for that. So they've tweaked it again.   All that being said, about all you can do to check on status is call the Nashville office. They've gotten a lot faster about getting them out in the last couple of years. My original, and also my first renewal, both took right at 3 months each.   - OS
  10.   Didn't know it was possible either, thought there were no deviations any more since they went back to the "all other states processed as original apps" about a year ago.   Doesn't make much sense really, since no other state's course would include TN law regarding carry/firearms, which is the brunt of the course itself. Even the military substitute hasn't ever made sense to me.   "All applicants, regardless of permits issued by another state will be processed as originals. The applicant must be twenty-one (21), take a DOS approved handgun safety course, complete the Tennessee Handgun Carry Permit application, provide proof of U.S. Citizenship or Lawful Permanent Residency, pay one hundred and fifteen dollar ($115.00) fee, and be fingerprinted."   http://www.tn.gov/safety/handgun/reciprocity.shtml   But I guess if your wife didn't take the course in TN but got her permit  ... then I guess the Texas course must be somehow TN "DOS approved" or whatever??   - OS

  14.   Not saying this is a completely consistent practice at this point, but a possible gotcha. The unresolved case thing seems pretty consistent though, regardless of what the charge was. My comment was mostly to Jay and Dolo as point of reference.   Of course, if convicted of DUI or possession while under the influence, you will lose your HCP for duration of the sentence, as you would for any Class A Misdemeanor conviction. Best of luck with it all, you sound like a conscientious feller who just had a bad night.   - OS

    Carry is the only reason to have an SP over a GP, IMHO,  so make sure that "occasional carry" is important to you.   - OS
  18.   Tend to agree. Our constitution says,   "That the citizens of this State have a right to keep and to bear arms for their common defense"...   Sounds good right there, right? 'Cept it really ain't so.   "...but the Legislature shall have power, by law, to regulate the wearing of arms with a view to prevent crime."   A common bloke like me would have thought that "bearing" and "wearing" were the same concept.   - OS
  19.   The "car carry" exception is only for 39-17-1307, though. It still takes a carry permit for same on school property or posted lots.   - OS
  20.   You're both right.   - Federal law allows intrastate shipping of firearms between non-licensees. Also, allows you to ship firearms to yourself in any state,  care of someone else.  - However, FedEx,  and now UPS as of about 9 months ago, will not ship firearms between two non-licensees.   Since you cannot send a handgun via USPS, this means there is no longer a way to ship a handgun between two non-licensees period, and obey both Federal law and the Terms of Service of the carrier.   - OS

TICS has brought in over $40million since it cranked up.   Also, whether the astute minds on the Hill realize it or not, the HCP process will have to be changed some, or the Feds won't allow it to substitute for a background check anyway. I don't believe that was even addressed the last time this was debated in committee 3 years ago.   - OS

  25. Pretty loose and wide ranging authority, carry may be banned "... an individual, corporation, business entity or local, state or federal government entity or agent thereof..."     Yes. "...in prominent locations, including all entrances primarily used by persons entering the property, building, or portion of the property or building where weapon possession is prohibited.."       - OS
