  2.   Cat is amazing all right. Has set the golf world on fire at 21 even before this. We'll see.   Lots of guys light it up for a year or three.   Course, in the level of competition in today's game compared to back in Jack's day, even a year or two is amazing. So far, Tiger is the only one who's managed to truly dominate for more than a few in the modern era.   - OS

  8.   Nope. Federally, all lowers are supposed to transfer as "other firearm" under field 18 on 4473. Even used ones that might not be lawful for a pistol build. Even complete ones, even with a stock attached.   Some states have additional registration where the lower might have to be declared as a pistol, but of course not TN.   - OS
  9.   Yes, since there is no barrel or overall length maximum federally for a pistol/handgun, as long as the stock goes on last, it could be argued that every AR build is first a pistol, at least those not done under a manufacturer's license.   I wouldn't personally want to be in the position to have to argue that, though. ;)   - OS

Never in the history of the state.   However you said "Also prior to 1998, there was a law that private citizens were also supposed to report private sales of handguns to the local police as well."   That's quite a different thing than getting a background check to do a private transaction, and I thought that may well have been on the books at one time for all I know. Much of as in the same vein as we are supposed to pay sales tax on all items bought from out of state -- something with which we all certainly comply. Right.   - OS   edit: I see you asked on ARFCOM too, where one fellow said:   "2. TN did have a state requirement to notify the local police when a private sale of a handgun occurred, but the state legislature repealed that requirement, after it was determined that not one person had ever complied with it (it was completely unenforceable)."   So assuming that's correct, we both were also, you in saying that law did exist, and me in saying if so it was likely universally ignored. :)   - OS
  11. It doesn't "make sure" of anything, If you have a stock along with your pistol that has no legal use, paracord does not prevent use of the stock. The degree of difficulty of reconfiguring is not a consideration, it has been upheld by case law to include even machine work. Even a "pistol tube" is no defense, if you have a stock and carbine buffer among your parts inventory with no legal use for them either. Or maybe just a stock and gaffer tape, as "attachable" is not defined in the CFR. It's so simple to comply that even can do it. - OS

Doesn't matter if you use a carbine or pistol tube, if you choose carbine, doesn't matter if you wrap it.   Simply always have a legal use for any firearm part in your total collection of parts. It's not whether you can make something illegal with collection of parts, but rather whether you can also make something legal with same collection.   The test is pretty simple:   ".. an NFA firearm is made if aggregated parts are in close proximity such that they ... serve no useful purpose other than to make an NFA firearm   (full firearms are also "parts", extra parts are fine, "close proximity" has been determined by case law to be your entire property)   - OS
  14.     1. and 2. -- As you seem to know, the five day (or more) waiting period for handguns was a federal requirement due to implementing background checks called for by Brady Bill from February 28, 1994 and dropped on November 30, 1998, when NICS came on line. Most states didn't have their own waiting period also imposed as per state law, so when this federal requirement went away, so did the wait in most states. So since states were conducting their own checks, certainly local police records would have been checked.   Now, I honestly don't remember if TN had its own waiting period/background check law which was repealed after NICS came online as I didn't pay much attention to the actual gun laws then. Hopefully others may chime in regarding that.   3. -- Certainly I've never heard the part reporting private sales. If indeed that was a requirement, I'm sure it was almost universally ignored. :)   ------------   What you may or may not know is that TN still does its own background check on handgun purchases through the TICS (Tennessee Instant Check System) run by the TBI (Tennessee Bureau of Investigation).    http://www.tbi.tn.gov/firearm_check/firearm_back_check.shtml   We are one of 12 or 13 states that act as full POC (Point of Contact) for background checks, an option allowed by BATF implementation of federal law:   https://www.atf.gov/content/firearms/firearms-industry/permanent-brady-state-lists   Indeed, this extra layer of investigation here means that folks are turned down at a higher rate than those simply relying on NICS. One gotcha for example is that a purchase will be denied if any charge is found that does not have the proper legal disposition of the case filed in whatever database those reside -- even if a conviction for it would not be a disqualifying event, and AFAIK that is not the case with checks run through NICS only. TICS also has a policy of denying gun purchase for any alcohol related conviction happening within one year of purchase date, also based on a state law rather than federal requirements.   All of which doesn't directly answer your question regarding history of this during the 90's, sorry.   16.   Yeah, Interesting dichotomy there. Typical with TN weapons law.   'Course, ATF doesn't recognize any of the state "firearm freedom" laws, so it's no protection from federal felony prosecution.   - OS

  18.   39-17-1313 allows any permit holder to have loaded firearms in private vehicle any public or private parking lot. That includes schools. Has been legal for one or two years now, I forget.   And now that it has just been amended, any disciplinary action by the school for doing so is not lawful. Although there is no criminal liability on school for doing so, employee may take civil action, so schools had best be very careful starting now (or whenever soon this takes effect).   - OS
  19. Veto power ain't that big a deal here, unless there were a close vote on the bill, as simple majority overrides.       Yep. No diff than any other private biz or city/county buildings (that don't fall under parks/rec).   - OS

  21. I bought a couple boxes of the 9mm yesterday (no uber sale price over here, but down to $10.97) just to check 'em out. Shot 50 today, seems 'bout like any other common 115 gr target loading, ran fine in an XD, Beretta 92, and Moonie.   - OS
  22.   Methinks it's more realistic to think of it as a "you're free to spend money to gamble for a settlement or your job back" clause. And of course there's no criminal penalty for the employer.   - OS
  23.   No way to parse the data to such detail, but I'd opine that alcohol is involved in at least a third of deaths from both fronts.   NIH does claim "today,  alcohol is involved in 37% of all traffic deaths among persons aged 16 to 20."   - OS
  24. "We" don't get to define the term anymore. But state legislatures do. Hell, a .22LR pistol config is an "assault weapon" by law in some places.   eBay defines them by not exactly defining them, except an "AK-47" is one. But apparently not a "7.62x39 semi auto firing gas operated rifle".   - OS
  25.   Well, if said it was a "conflict" he's obviously lying through his teeth. NRA conventions are set up long ahead of time, and I'm sure all the speaking invites went out before these particular whistle stops.   Plain fact is, NRA saying "couldn't accommodate" = "didn't invite", and you know it.   - OS
