  3. The judge doesn't pull you over on the side of the road. When the cop says "I suspect you may be carrying firearms or drugs (or stolen property, or illegal aliens, or whatever) illegally", he has provided you with your probable cause. A LEO doesn't have to get a dog to do a search. (It doesn't take a canine nose to smell burning pot, for example, in the case of drugs). I'd say the LEO's that have already chimed in have answered your question (perhaps somewhat derisively), but DoubleAfterSplit is our most active attorney here, perhaps he'll advise. - OS

Well, I really went there to get (with rebates) 9 boxes of 00 buck for $1.99 each (which they had already sold out of, but I got a raincheck for that deal), one thing lead to another, and just couldn't resist grabbing: Remington Express 870 12 gauge - 28" ventilated rib barrel with Rem-Choke (modified choke installed), 3" chambered, 4+1 capacity, wood stock ("laminated", whatever, looks nice enough), rubber butt pad, choke wrench, plug, fancy trigger lock 269.98 + 24.97 tax + 10 TICS = 304.95 Less $60 (10 instant coupon from ad, 30 rebate from Remington, 20 more in Dick's rebate to be mailed). Seemed the store coupon should have been So final out of pocket will be $244.95. Plus will generate yet $10 more in Dick's "points" discounts on the card. Seemed to me the "instant coupon" should have been 20, too, but they'd only gimme 10 since they counted the final price as after rebate on that one; whatever, I didn't debate it. Maybe not the greatest deal in the world, but not bad, seems. I'm just stashing it NIB, might be good to have additional Civil Unrest shottie down the road, or maybe firearms double in price, might sell it sometime, whatever.     Not quite that simple. Many folks say the quality slumped between 1998 and 2002, then back to previous quality controls since. I don't really know, but there are MANY more raves than disses on forums for CA, at least those made in the last 5 or 6 years. And of course, the old ones... ---------------------------- Charter Arms Time Line. "For years Doug McClenehan was a gun designer with several prominent American gun companies. Using his strong engineering and inventive background he decided to go out on his own and in 1964 founded Charter Arms. McClenehan and David Ecker were lifelong friends and in 1967 Ecker became a 50/50 partner in Charter Arms. 1972: David Ecker made a buy out offer to Doug and Ecker became the sole owner of Charter Arms. 1984: Nick Ecker, David Ecker's son and the present owner of Charter Arms, joined the company and ultimately ran the manufacturing/production arm of the company. 1988: Through a complicated set of circumstances dealing with a somewhat related real estate deal, Jeff Williams, VP of finance for Charter Arms came into ownership of 100% of the stock of the firearm manufacturing and sales operation and renamed the company Charco. This stock transfer allowed David Ecker to work on the real estate deal. In order to ensure that the firearm portion of the company continued, Jeff Williams offered 20% of company stock to Nick Ecker to continue running production; Nick accepted. 1996: There was a dispute between Nick and Jeff and Nick left the company. Ultimately the production failed due to this loss of expertise and the company closed its doors for a short period in 998. 1998: Learning of the closing Nick Ecker brought on two partners and bought the company from Jeff Williams. 2000: Nick Ecker's two new partners had the name changed to Charter 2000 to coincide with the change of the millennium. Charter 2000 marked firearms were produced between 1999 and mid-2007. 2002: Due to excellent sales, Nick Ecker was able to buy out his two partners and changed the name back to Charter Arms. In mid-2007 Charter Arms was again stamped on the firearms and this mark continues to be stamped on Charter Arms revolvers to this day. Nick Ecker is now the sole proprietor of Charter Arms. October 2004 Founder, Doug McClenehan passed away and in March of 2005 David Ecker passed away. Regardless of the changes and the 1998 financial blip (which most gun companies have experienced sometime in their history), and contrary to incorrect rumors (they usually are incorrect) of the company being sold or whatever, the Ecker's have been part of Charter Arms since 1967." - OS

  8. I strongly suspect that if your record doesn't come back as totally "clean", your app will sit until somebody takes personal action. This was pretty much confirmed to me by Ms. Knight, who used the term, "clean scan" more than once to me when explaining why some apps zip through and some take (much) longer. She said those that checks that don't come back totally "clean" must be acted upon "hands on by a person" to clear. She didn't make it clear what department that "person" was in, but it seemed that it was hers. Had a couple of (not disqualifying) hiccups on my record from 10 and 20 years ago, and I strongly suspect those put me in the "unclean scan" pile, and it was only my calling/emailing that got the permit issued in (barely) under 90 days. I'm not gonna search back, but there have been a couple of other posts regarding similar things in the past that they had to "clear up", even though they weren't disqualifying because of the nature of the charge or because of the time span since the incident. And sure, if you are in the "unclean pile" a phone call obviously may prompt that "hands on". Even if you are in the "clean scan" pile, it's pretty obvious that a phone call gets your app acted on immediately as so many report that they are told their permit "was issued" or "would be issued" that day. Sort of the squeaky wheel getting the grease syndrome. And of course, being nice on the phone is the only way to go, regardless of who frustrated you may feel. The only time I got a little testy (in an email) was when I was told totally bogus info on phone about it perhaps taking as long as 180 days to issue if I "missed the first cycle." And of course, that faux pas probably didn't get me the best preferential treatment, either I just noticed that the TDOS site has been reworked since I was last there, including the HCP dept's. I haven't perused it to see if there is any addition info there, but fact that it has been touched might mean they have some more manpower there or something. Seems that folks may be getting their permits in a more timely fashion in last month or so than previously, dunno. - OS

  16. I also believe that a currently employed LEO who is sworn to protect and serve at all times on duty or off (as I believe most are) should be able to carry anywhere, anytime. Even eating at a booze serving establishment while technically "off the clock". If the pledge you take is different from what I understand it to be, then I might revise my opinion. We civilians with HCP are not duty bound to risk our lives to protect those around us. - OS

  18. Ummm...no. Follow the law as you find it written, don't invite scrutiny. For the normal lawful citizen, always better to ask forgiveness than permission. Also, the locked box...I bought this recently: http://www.center-of-mass.com/ The large one ... more than adequate for general purpose for single handgun, mags, ammo. - OS
  19. Oh horse pucky. Federal law allows you to transport the firearm, carry permit or not. "A provision of federal law serves as a defense to state or local laws which would prohibit the passage of persons with firearms in interstate travel. Notwithstanding any state or local law, a person shall be entitled to transport a firearm from any place where he may lawfully possess and transport such firearm to any other place where he may lawfully possess and transport such firearm if the firearm is unloaded and in the trunk. In vehicles without a trunk, the unloaded firearm shall be in a locked container other than the glove compartment or console." California allows you to possess the firearm, unloaded in trunk, locked case if no trunk, ammunition not "attached", or even loaded at temporary residences, including campgrounds, etc. Look at Cal gun law at NRA site: http://www.nraila.org/GunLaws/ Not sure about the >10 round mags though, might look further into that. From here TO California, you can simply carry it, loaded, as you would in TN, since every state you pass through honors TN permit. - OS
  20. Leather workmanship is good and the OWB products are generally pretty good for function, too. Almost all (all actually I think) of the IWB ones though have single clip or double straps right at thickest part of weapon/holster, increases thickness right where you need it least. Very much like High Noon's lesser offerings. Most are also just minimally formed to the specific gun, not detail boned. Nothing really wrong with them, just that you can get significantly better functionality and more customization for same or just little more bucks if you look around. I see Hume as sort of the middle ground in holsters; they only fill up about 20% of the holster drawers out there - OS
  21. It's pretty simple: if you live in a city, you are also living in the county that encompasses that city. Here, of course, property owners pay both city and county property taxes, businesses do same, plus both city and county business license, etc. I'm surprised that ANYwhere in US doesn't tax residents/businesses for both. Double dipping is the norm. I guess there is one alternate taxation scheme, the "metro" government, where city/county is combined, with one tax bill, but of course, the total is essentially same as if city/county were "separate". You Nashville folks, you are "metro", yes? Maybe can explain your tax structure. Annexation is simply when a municipality takes an outlying area contiguous to it a part of it's own. Charges city taxes, while providing city services. Different legal ways to get it done, the unincorporated area can sometimes successfully prevent it, but it happens all over US. How else do you think cities grow? - OS
