That would be a lot fucking cut fiber to affect as large an area as the outage maps I've seen for Verizon and ATT though.

  14.   Not unusual. Network prioritization tends to reserve some network technologies (typically 3G, HSPA+ and LTE) exlusively for data, and the lower techs for voice application. If you've ever used data during a voice call, you'll only see one network tech icon (like 4G, LTE, etc...) but you are actually using two tech types at once, one for the voice call and the other for data. The magic of network prioritization!
  15.   Not really how the "useful idiot" mechanism works. They have to be a catalyst in events, but they don't need to take part, and shouldn't. They aren't useful to their handlers if they're dead. But, once they're no longer useful, they'll get knocked off and replaced by the next blind go-getter.

Not a lawyer......but....   It doesn't seem odd for a B2B contract to have some kind of agreement to forbid talent fishing, as well as including forbidding employing applicants from the other company for a set period of time after severing relations from that company.   Edit: Also, I don't think it's a conspiracy. If one of the two companies doing business together under a contract were so much better than the other company, the crappy company would potentially lose their best employees to the good company. It would be beneficial for the crappy company to engage in business with the better company (exposing their employees to better opportunities) without some kind of safeguard against losing employees.
