The only thing I think you'll find under $400 is an SKS. Personally, I never liked them until I got a Yugo M59/66A1. It's built like a tank, much beefier than other SKS's, and very accurate. You should be able to find one for around $300 or so. It also has the added benefit of a grenade launcher if you ever find yourself in need of one.

My advice is to not get sucked into the megapixel craze. Unless you are printing poster sized pictures, more mps = wasted money. If you have the choice of loosing some resolution you'll never need over extra cash for lenses, cards, etc, go low.

Well we weren't featured, or even pictured, but it was a great segment. Got the wife watch and she actually asked questions and seemed genuinely interested. It was worth it just for that.
