Like others mentioned, your truck was probably "touched up" at some point and the painter used the molding as an edge, hence the buildup. If I were in your shoes I would have the area wet sanded and buffed first since odds are there is paint on top of paint. A good paint shop can build the area back up with product to protect the paint as well without having to go into the paint booth.
