Right on, I'd be curious to hear what they say. I've been living by understanding that HOR and state of current residency was the law. Even though I could get away with purchasing in KY, I never went to gunshops there due to this.

Mass killings have been going on since man strapped a rock to a stick. Charles Whitman lead a pretty sheltered childhood, in a time before violent shows and video games. He was raised in a strict Roman Catholic house if I remember correctly. There was no shortage of structure, discipline or God. He still managed to kill nearly as many people in a mass shooting, and would have likely killed many more if he was able. This idea that this behavior is new is silly. This has gone on since the dawn of time. The difference is there more people now and 24/7 news. The sky isn't falling. This is, sadly, business as usual.

Yeah, I recall hearing a lot of folks shooting people in self defense when I lived there, not a whole lot about folks being charged. In my own family we've had one SD shoot that was cleared by the Sheriff's Dept in very short order. -
So are we blaming video games now? Why not guns too? Can't we just stick to blaming the POS for committing an awful, incomprehensible act?

I interpret the law to mean that you can't purchase or sell a firearm in a state that you are not a legal resident of or have military orders which specify that state. At any rate, I wouldn't test whether or not something is a felony based on a questionable interpretation of a law or gun shop banter with an FFL dealer. I'd have that in writing from the ATF since they are the folks who'd be investigating the crime.

No, because your orders say Kentucky, not TN. The only thing that matters is what your orders say; beyond that, if you live on the TN side then you are a legal resident. That is the reason you only need your orders on the KY side but you need orders and a proof of residency on the TN side.

Rog, if you are stationed at Campbell yet reside in TN you can take your orders into KY and purchase from any FFL, however, this may be treading thin. Now, if you are stationed at Campbell and reside in KY, you would be committing a crime by purchasing in TN since you aren't a resident and your orders take you to KY, you would be committing a crime by conducting a transfer, even if you purchase through an FFL. Pulling the wool over the eyes of the FFL with TN fishing license doesn't mean you're not committing a crime.

No, you don't have dual residency. Having been stationed at Ft Campbell for 8 years I became somewhat familiar with the laws. I resided on the TN side of the border, which meant that when I purchased a firearm I had to produce BOTH orders and proof of residency, such as a power bill without the requirement of a state issued ID from TN. Now, had I resided on the KY, all I would require was my orders. In theory I could have purchased weapons in KY since my orders specified my duty station being in the state of KY, although it would have been treading on breaking te law, but if I was residing in KY and purchased a firearm from a private seller in TN it would be a very clear cut illegal act.

Economy maybe? I dunno. Killing innocents is a big deal, but killing children is so awful that special punishments should be designed for it. To top off the cowardly act, it looks like this POS took his own life in a final act of cowardice. I wish he could be revived only to be tried, found guilty and sentenced to death by rhino raping.

How many people here would hesitate to shoot a person who just kicked in their door? Unless that person is running away, they're getting perforated if they are still standing there when the door flys open.

This is not true. Not one bit. Having done lead level tests before and after and indoor shooting course at a very prestigious, well maintained and ventilated range, there absolutely is significant exposure. While that amount of lead exposure is not too significant for a grown human, it certainly would be a risk for a developing fetus. I don't see why anyone would want to chance that with their child. -

I can bet that there probably aren't. It isn't common to see pregnant women on the range. Certainly not enough to be tracked down and studied for an extended period of time. Especially when most doctors worth their salt would advise against lead exposure. Hell, ladies aren't even supposed to eat fish during pregnancy because of concern with mercury levels in the meat. If my pregnant wife can't so much as have a little salmon, I sure ain't gonna have her inhaling lead fumes. -

Huh? It isn't the individual looking for a handout, it is the state requiring a bunch of expensive hoops for something that shouldn't be exclusive to only those that can afford it. There are few things that I believe tax dollars should be spent on. This would be one of them if the state is going to require such prerequisites. Welfare? That is to suggest tax dollars are being given to a person who didn't earn it. I believe every law abiding citizen has earned the right to defend themselves with a firearm. It isn't the citizen that came up with the requirement to attend training and pay for a background investigation, it was the state. -

Zero. The state mandates the hoops, therefore should be responsible for the costs. -
Even if the individual is military he would still have to reside in the state where the buyer/seller lives, he just wouldn't require a state issued ID. For example, if the seller is stationed at Ft Campbell and resides in KY, it would be illegal for him to sell to a TN resident and vice versa. Unless, of course, the Servicemember's home of record was TN and he still had a valid state issued ID.
