Sell them in bulk to vetted FFL dealers/distributors. This will mitigate the risk of retaliatory blame on the police department if some unlucky gun gets used twice in a crime as it will pass multiple hands thus transfer responsibility from the dept. and allow the dept. to focus on it's primary tasks while still generating some revenue (any is profit, technically). Furthermore, I think the idea of the police dept as FFL store front is horrible just in principle and takes business from small business owners.
